The Imperial Charter

The Imperial Charter - Supreme Constitutional Law of the Galactic Empire

Promulgated in the First Year of the Imperial Era under the authority of His Imperial Majesty, Emperor Draco Tanos, and ratified by the Imperial Senate.

Preamble

For ten years the Galaxy endured division, war, uncertainty, and suffering. Worlds burned, commerce faltered, governments failed in their duties, and countless citizens paid the price of disunity and indecision.

Mindful of the sacrifices borne by every Sector and every citizen, and determined that such devastation shall never again threaten the peace and prosperity of civilization, the peoples of the Galaxy unite beneath a single sovereign authority.

To secure Peace, Justice, Security, Order, Unity, and Prosperity; to preserve the rights and responsibilities of Imperial Citizenship; to establish an enduring and effective government; to defend the common good; and to advance the principles of the New Order for all generations to come, this Imperial Charter is hereby established as the supreme law of the Galactic Empire.

Article I — The Imperial Throne

Section 1. Sovereignty
The sovereignty of the Galactic Empire shall reside perpetually in the Imperial Throne.

The Imperial Throne shall embody the unity, continuity, authority, and dignity of the Galactic Empire and shall endure beyond the life, tenure, or person of any individual Emperor.

All lawful authority exercised within the Empire shall derive from the Imperial Throne and shall be exercised in accordance with this Charter.

Section 2. The Emperor
The Emperor shall be the lawful holder of the Imperial Throne and the supreme executive authority of the Galactic Empire.

The Emperor shall serve as Guardian of the Empire, Protector of the Citizenry, Defender of the New Order, and Supreme Representative of Imperial Sovereignty.

The Emperor shall ensure the faithful execution of Imperial Law, preserve the peace and security of the Empire, and safeguard the rights guaranteed under this Charter.

Section 3. Acclamation
The authority of the Emperor shall be vested through lawful succession and confirmed through the Acclamation of the Imperial Senate.

The Senate shall acknowledge and affirm the lawful succession of an Emperor through formal Acclamation.

No claimant shall be recognized as Emperor absent such Acclamation.

Section 4. Heir Apparent
The Emperor may designate an Heir Apparent.

Upon the death, abdication, incapacity, or removal of an Emperor, the Heir Apparent shall immediately assume the office of Imperial Regent until such time as the Imperial Senate shall consider the matter of Acclamation.

The Imperial Regent shall exercise all powers necessary for the continued governance and security of the Empire.

Section 5. Failure of Acclamation
Should the Senate decline to acclaim an Heir Apparent, the Regency shall continue until a successor is lawfully chosen.

In such circumstances, the Imperial Ruling Council shall submit one or more qualified candidates for consideration by the Senate.

The Senate shall thereafter determine, by procedures established by law, which candidate shall receive Imperial Acclamation and assume the Throne.

Section 6. Imperial Edicts
The Emperor may issue Imperial Edicts in furtherance of the security, governance, and welfare of the Empire.

Imperial Edicts shall possess the full force of law throughout the Empire and shall supersede all subordinate legislation, regulations, directives, and administrative actions inconsistent therewith.

No court, ministry, sector authority, or other institution may invalidate an Imperial Edict.

Section 7. Dissolution of the Senate
The Emperor may dissolve the Imperial Senate when the interests of the Empire require it.

Upon dissolution, new elections shall be conducted throughout the Empire in accordance with Imperial Law.

Under no circumstances shall the Senate be permanently abolished, nor shall the right of the Sectors to representation be extinguished.

Section 8. Oath of Office
Before assuming the powers of the Throne, the Emperor shall swear:

“I do solemnly swear before the Empire and its citizens that I shall faithfully uphold the Imperial Charter, preserve the peace and security of the Galaxy, protect the rights of Imperial Citizens, defend the New Order, and discharge the duties of the Imperial Throne with honor, justice, and fidelity.”

Section 9. Removal
The Emperor shall remain subject to this Charter.

In the gravest circumstances involving incapacity, treason against the Empire, manifest corruption, abandonment of the Charter, or betrayal of the principles of the New Order, the Sovereign Protectors may initiate proceedings concerning the fitness of the Emperor to continue holding the Throne.

Such proceedings shall require review by the Imperial Ruling Council and confirmation by the Imperial Senate according to procedures established by law.

Article II — Citizenship, Rights, and Duties

Section 1. Imperial Citizenship
All lawful subjects of the Galactic Empire shall be recognized as Imperial Citizens.

Imperial Citizenship shall be common and equal throughout the Empire. No citizen shall be denied the protections of this Charter on account of species, origin, homeworld, ancestry, sex, or other immutable characteristic.

Section 2. Equality Before the Law
All Imperial Citizens shall stand equal before Imperial Law and shall be entitled to equal protection under the laws of the Empire and equal access to its courts and institutions.

Section 3. Due Process of Law
No citizen shall be deprived of life, liberty, citizenship, or property except through due process of law.

Every accused person shall be informed of the charges brought against them and afforded a fair opportunity to answer such charges before a competent tribunal.

The rights to counsel, defense, appeal, and review shall be preserved in accordance with Imperial Law. Trial by jury may be provided in such matters as prescribed by law.

Section 4. Rights of Imperial Citizens
The following rights are guaranteed to all Imperial Citizens and shall not be infringed except pursuant to law and for the preservation of public order, security, justice, or the common welfare:

(a) The right to petition the Empire for redress of grievances;
(b) The right to acquire, possess, and dispose of lawful property;
(c) The right to lawful expression of opinion;
(d) The right to lawful worship and religious observance;
(e) The right to lawful assembly and association;
(f) The right to travel and reside throughout the Empire in accordance with law;
(g) The right to seek and stand for public office where otherwise qualified;
(h) The right to pursue lawful occupations, trades, professions, and enterprises;
(i) The right to defend oneself, one’s family, one’s community, and the Empire in accordance with law.

Section 5. Duties of Imperial Citizens
Imperial Citizenship carries obligations as well as privileges.

Every citizen owes loyalty to the Galactic Empire, fidelity to the Imperial Charter, obedience to lawful authority, and respect for the rights of fellow citizens.

Section 6. Duty of Service
The defense and preservation of the Empire is a shared responsibility of all citizens.

In times of invasion, insurrection, national emergency, or other grave threat, citizens may be called upon to render military, civil, industrial, scientific, educational, administrative, or other forms of national service as prescribed by law.

Section 7. Honors and Privileges of Service
The Empire may recognize and reward honorable service through distinctions, privileges, preferences, pensions, awards, titles, educational opportunities, land grants, or other benefits established by law.

Such honors shall not create separate classes of citizenship.

Section 8. Local Citizenship and Planetary Rights
Worlds, systems, sectors, and local governments may establish additional rights, privileges, responsibilities, or forms of local citizenship, provided such provisions do not conflict with this Charter or Imperial Law.

Section 9. Protection of Citizens
The Empire shall endeavor to protect its citizens against piracy, slavery, terrorism, insurrection, invasion, criminal predation, and all other threats to life, liberty, property, and public order.

Section 10. Oath of Citizenship
Such oaths or declarations of citizenship as may be established by law shall affirm loyalty to the Galactic Empire, fidelity to the Imperial Charter, and devotion to the principles of Peace, Security, Justice, Order, and Prosperity embodied by the New Order.

Article III — The Imperial Senate

Section 1. Establishment
There shall exist an Imperial Senate to represent the Sectors of the Galactic Empire and to participate in the governance of the Empire in accordance with this Charter.

Section 2. Composition
Each recognized Sector of the Galactic Empire shall elect one Senator.

Senators shall represent the interests of their respective Sectors while exercising their duties with due regard for the welfare and unity of the Empire as a whole.

Oversectors shall constitute administrative divisions only and shall possess no representation in the Imperial Senate as Oversectors.

Grand Moffs, Moffs, Ministers, military officers, and other Imperial officials shall not hold Senate seats by virtue of their offices. Nothing in this Charter shall prohibit an individual otherwise qualified from seeking election to the Senate, provided they resign or vacate any office that is legally incompatible with Senate service.

Section 3. Election of Senators
Senators shall be elected by the citizens of their respective Sectors through procedures established by Imperial Law.

Electoral systems shall ensure meaningful participation by the inhabited systems and worlds comprising each Sector and prevent domination by any single world, system, corporation, or regional interest.

Section 4. Terms of Office
Senators shall serve terms established by Imperial Law.

Section 5. Internal Organization
The Grand Vizier shall formally preside over sessions of the Imperial Senate as its chairman and head.

The Senate shall establish its own rules of procedure, discipline, debate, committee organization, and internal administration, provided such rules do not conflict with this Charter.

Section 6. Legislative Authority
The Senate shall possess authority to debate, draft, amend, and approve legislation concerning matters affecting the Empire.

Legislation approved by the Senate shall be presented to the Emperor for Imperial Assent. No bill shall possess the force of law without such Assent.

Section 7. Powers of the Senate
The Senate shall possess authority to enact legislation, approve budgets and appropriations, levy taxes and duties as authorized by law, regulate commerce, approve treaties, establish inferior courts, conduct investigations, summon testimony, confirm appointments where required, propose amendments to this Charter, and exercise such other powers as may be granted by law.

Section 8. Investigatory Authority
The Senate may conduct inquiries into the conduct of Imperial officials, ministries, agencies, corporations operating under Imperial Charter, and any matter affecting the public welfare.

Section 9. Confirmation of Appointments
The Senate may be required by law to confirm appointments to certain offices of the Empire.

Section 10. Acclamation of the Emperor
The Senate shall formally acclaim the lawful holder of the Imperial Throne.

Section 11. Communications with the Throne
The Senate may petition the Emperor, submit recommendations, request investigations, propose legislation, and communicate concerns regarding the governance of the Empire.

Section 12. Dissolution
Upon dissolution by the Emperor, elections shall be conducted throughout the Empire within the period prescribed by law.

Section 13. Privileges of Senators
Senators shall enjoy such privileges and immunities as may be necessary for the independent exercise of their duties, but no Senator shall stand above the law.

Section 14. Duty to the Empire
Every Senator shall swear an oath to uphold the Imperial Charter, faithfully represent their Sector, preserve the welfare of the Empire, and discharge their duties with honor and integrity.

Section 15. Investiture and Oath
Before taking their seats in the Imperial Senate, all Senators shall participate in the Senate Investiture and swear the Oath of Loyalty before the Oathkeeper. No Senator shall exercise the powers, privileges, or responsibilities of office until the oath has been duly administered.

The form of the Oath shall be prescribed by this Charter, and the ceremonial procedures of Investiture shall be established by the Standing Orders of the Imperial Senate.

Section 16. Amendment of the Charter
No amendment shall be adopted unless approved by no fewer than three-fourths of all sitting Senators and granted Imperial Assent by the Emperor.

No amendment may abolish the Imperial Throne, extinguish the representation of the Sectors, or destroy the fundamental rights of Imperial Citizenship established by this Charter.

Article IV — The Imperial Government

Section 1. Executive Authority
The executive authority of the Galactic Empire shall reside in the Imperial Throne and may be exercised directly or through officers, ministries, institutions, and agencies established by law.

Section 2. The Grand Vizier
The Grand Vizier shall be appointed by the Emperor and shall serve at the pleasure of the Throne.

The Grand Vizier shall serve as Head of Government, principal advisor to the Emperor, coordinator of the Imperial Government, and chairman of the Imperial Senate.

Section 3. Authority within the Senate
The Grand Vizier shall preside over sessions of the Imperial Senate, recognize Senators for debate, maintain order, administer Senate procedures, and certify legislative actions.

Section 4. Ministers of the Empire
Each Ministry shall be headed by a Minister appointed by and serving at the pleasure of the Emperor.

Section 5. The Ministries
The principal Ministries shall include Agriculture, Antiquities, Commerce, Corrections, Culture, Diplomacy, Education, Energy, Finance, Health, Information, Interior, Justice under the Procurator of Justice, Science, Security, Tourism, Transportation, and such additional Ministries as the Emperor may establish.

Section 6. The Imperial Civil Service
There shall exist an Imperial Civil Service charged with the administration of the lawful functions of government.

Section 7. Administrative Agencies
The Empire may establish departments, commissions, authorities, bureaus, offices, and agencies as necessary for efficient administration.

Section 8. Delegation of Authority
The Emperor may delegate executive authority to the Grand Vizier, Ministers, Governors, military commanders, civil officials, or other lawful officers.

Section 9. Reports and Accountability
Ministers and senior officers shall regularly report upon the condition, operations, expenditures, and activities of their respective offices.

Section 10. Continuity of Government
The Imperial Government shall maintain plans and institutions necessary to ensure uninterrupted governance during war, emergency, disaster, insurrection, or other grave threat.

Section 11. Oath of Office
Every Minister, civil servant, and officer shall swear loyalty to the Empire, fidelity to the Charter, obedience to lawful authority, and faithful service to the Throne.

Section 12. Service at the Pleasure of the Throne
Except where otherwise provided by this Charter, all executive officers shall serve at the pleasure of the Emperor.

Article V — The Imperial Ruling Council

Section 1. Establishment
There shall exist an Imperial Ruling Council to advise the Emperor, coordinate the governance of the Empire, ensure the unity of Imperial policy, and assist in the administration and preservation of the Galactic Empire.

Section 2. Presidency of the Council
The Emperor shall preside over the Imperial Ruling Council. In the Emperor’s absence, the Grand Vizier shall preside in the Emperor’s name.

Section 3. Permanent Membership
Permanent members shall include the Grand Vizier; Supreme Commander; Grand Master of the Imperial Order; Director of Imperial Intelligence; Commander of the Imperial Guard; the twenty Grand Moffs; the Ministers of the Empire; the Director of the Imperial Security Bureau; and such additional officers as may be appointed by the Emperor.

Section 4. Advisors and Attendants
The Emperor may appoint administrators, aides, advisors, specialists, commissioners, envoys, or other persons to attend sessions of the Council.

Section 5. Purpose
The Council shall advise the Emperor, coordinate government, assist in executing Imperial policy, facilitate communication between institutions, develop long-term strategy, and exercise such additional functions as may be delegated by the Throne.

Section 6. Deliberative Authority
The Council may debate, investigate, recommend, and deliberate upon any matter affecting the Empire.

Section 7. Delegated Authority
The Emperor may delegate specific executive, administrative, emergency, or regulatory powers to the Council.

Section 8. Committees and Commissions
The Council may establish committees, commissions, boards, strategic councils, and administrative bodies necessary for Imperial affairs.

Section 9. Emergency Consultation
In times of war or grave emergency, the Emperor may convene the Council in extraordinary session.

Section 10. Regency and Succession
The Council shall assist the Imperial Regent and, where necessary, nominate qualified candidates for consideration by the Senate.

Section 11. Reports to the Throne
The Council shall regularly present reports concerning the condition of the Empire.

Section 12. Duty of Members
Members shall place the welfare of the Empire above personal ambition, sectoral interest, political faction, corporation, or private concern.

Section 13. Oath of Service
Members shall swear faithful service to the Empire, the Charter, and the Throne.

Section 14. Continuity of the Council
The Council shall remain in continuous existence regardless of changes in administration or succession.

Article VI — Oversectors, Sectors, and Regional Administration

Section 1. Territorial Organization
Imperial territory shall be organized into Oversectors, Sectors, Systems, and such additional divisions as may be established by law.

Section 2. The Oversectors
The Empire shall be divided into twenty Oversectors, each consisting of such Sectors as may be assigned thereto by Imperial authority.

Section 3. Grand Moffs
Each Oversector shall be governed by a Grand Moff appointed by and serving at the pleasure of the Emperor.

Section 4. The Sectors
Each Sector shall constitute the fundamental regional unit of representation and shall elect one Senator.

Section 5. Moffs
Each Sector shall be governed by a Moff appointed by and serving at the pleasure of the Emperor.

Section 6. Systems and Local Governments
The lawful governments of worlds, systems, municipalities, protectorates, territories, and other local jurisdictions shall continue to exercise authority over local affairs except where superseded by Imperial Law.

Section 7. Delegated Authority
Grand Moffs and Moffs shall exercise authority delegated by the Throne. No regional office shall possess sovereignty independent of the Empire.

Section 8. Regional Councils
The Empire may establish Oversector Councils, Sector Councils, advisory assemblies, planning commissions, and development authorities.

Section 9. Coordination of Government
Regional authorities shall cooperate with the Imperial Government, Senate, Armed Forces, Imperial Order, COMPNOR, ISB, Imperial Intelligence, and all other lawful institutions.

Section 10. Oversight and Inspection
The Emperor, Grand Vizier, Ministries, Courts, Inspectorate, and other lawful authorities may inspect, investigate, audit, and review regional administrations.

Section 11. Removal from Office
Grand Moffs and Moffs may be removed, suspended, reassigned, censured, investigated, or disciplined by the Emperor.

Section 12. Emergency Authority
During grave emergencies, extraordinary temporary powers may be granted to regional governors or commanders.

Section 13. Protection of Local Institutions
The Empire recognizes the diversity of worlds, cultures, traditions, and peoples as a strength of the Galactic Empire.

Section 14. Duty of Regional Governors
Every Grand Moff and Moff shall govern impartially, uphold Imperial Law, protect citizens, and advance the New Order.

Section 15. The Imperial Presence
The authority of the Empire shall extend equally to every world, system, Sector, and Oversector.

Article VII — The Judiciary

Section 1. Judicial Authority
Judicial authority shall be vested in the Supreme Court and such inferior courts and tribunals as may be established by law.

Section 2. Independence of the Courts
The Judiciary shall exercise its functions independently and impartially.

Section 3. The Supreme Court
The Supreme Court shall be the highest judicial authority and final appellate tribunal for matters arising under Imperial Law.

Section 4. Composition of the Supreme Court
The Court shall consist of a Chief Justice and eleven Justices. The Justices shall be appointed by the Emperor and confirmed by the Imperial Ruling Council. The Chief Justice shall be chosen from among the Justices by majority vote of the sitting Justices. Justices shall serve for life or until removal for cause by the Emperor.

Section 5. Jurisdiction
The Supreme Court shall possess original jurisdiction over high treason, constitutional challenges, disputes among major institutions, and such additional matters as may be established by law.

Section 6. Inferior Courts
The Senate and Emperor may establish inferior courts, appellate courts, regional courts, administrative courts, and tribunals.

Section 7. Judicial Review
The courts may review laws, regulations, administrative actions, ministerial decisions, and regional directives for consistency with the Charter and Imperial Law.

Section 8. Imperial Edicts
The courts shall possess no authority to invalidate an Imperial Edict, but may interpret one where necessary. Clarifications issued by the Emperor shall be controlling.

Section 9. Equality Before the Courts
Every Imperial Citizen shall be entitled to seek lawful remedy before the courts. No official, civilian or military, shall stand above the law.

Section 10. Due Process and Fair Proceedings
Trials shall be conducted fairly, impartially, and according to law.

Section 11. The Procurator of Justice
The Procurator of Justice shall serve as chief legal officer and chief prosecutor of the Empire, direct the Ministry of Justice, and report to the Imperial Ruling Council.

Section 12. Prosecution of Crimes
Criminal prosecutions shall be conducted by the Ministry of Justice and such lawful officers as may be established by law.

Section 13. Advisory Opinions
The Emperor may request advisory opinions from the Supreme Court.

Section 14. Military Justice
The Armed Forces may maintain separate systems of courts-martial and military tribunals.

Section 15. Oath of Judicial Office
Every judicial officer shall swear loyalty to the Empire, fidelity to the Charter, and impartial administration of justice.

Section 16. Purpose of the Judiciary
The Judiciary exists to preserve justice, maintain legal order, protect rights, and ensure consistent application of Imperial Law.

Article VIII — The Imperial Armed Forces

Section 1. Establishment
There shall exist Imperial Armed Forces charged with the defense, security, and preservation of the Galactic Empire.

Section 2. Authority of the Throne
The Emperor shall serve as Commander-in-Chief of all Imperial Armed Forces.

Section 3. The Supreme Commander
The Supreme Commander shall be appointed by and serve at the pleasure of the Emperor.

Section 4. Imperial High Command
There shall exist an Imperial High Command to assist in the administration and command of the Armed Forces.

Section 5. Military Services
The principal military services shall include the Imperial Army, Imperial Navy, Imperial Starfighter Corps, Imperial Stormtrooper Corps, Battlestation Command, and such additional branches as may be established by law.

Section 6. The Imperial Army
The Imperial Army shall serve as the primary ground warfare force of the Empire.

Section 7. The Imperial Navy
The Imperial Navy shall serve as the principal spacefaring military force of the Empire.

Section 8. The Imperial Starfighter Corps
The Imperial Starfighter Corps shall provide starfighter operations, aerospace defense, reconnaissance, escort duties, and tactical support.

Section 9. The Imperial Stormtrooper Corps
The Imperial Stormtrooper Corps shall serve as the Empire’s elite corps of clone infantry and marines.

Section 10. Battlestation Command
Battlestation Command shall oversee Imperial battle stations, strategic fortifications, and orbital defenses.

Section 11. Local Defense Forces
Local governments may maintain defense forces, guards, fleets, and militias as authorized by law and subordinate to Imperial authority.

Section 12. Service and Recruitment
Service within the Armed Forces shall be honorable and encouraged throughout the Empire.

Section 13. National Service in Emergencies
Citizens may be called upon to render military, industrial, logistical, scientific, administrative, or other national service during grave emergencies.

Section 14. War Powers
The Emperor may direct military operations and deploy forces. The Senate may enact legislation concerning war, military appropriations, emergency measures, veterans’ affairs, and military organization.

Section 15. Military Justice
The Armed Forces may maintain separate military courts and disciplinary proceedings.

Section 16. Political Neutrality
The Armed Forces shall remain loyal to the Empire, the Charter, and the Throne and shall not seize civil authority except as lawfully directed.

Section 17. Veterans and the Fallen
The Empire shall honor those who serve in defense of the Galaxy.

Section 18. Purpose of the Armed Forces
The Armed Forces exist to defend civilization, preserve peace, maintain order, protect Imperial Citizens, secure the Empire, and ensure that the devastation of war shall never again threaten the future of the Galaxy.

Article IX — The Imperial Order

Section 1. Establishment
There shall exist an Imperial Order dedicated to the service of the Galactic Empire, the protection of its citizens, and the advancement of Peace, Security, Justice, Order, and Prosperity.

Section 2. Nature of the Order
The Imperial Order shall be a knightly institution of service composed of Force-sensitive citizens. It shall not constitute a branch of government, military service, or political organization.

Section 3. Purpose
The Order shall defend citizens, combat grave evils, assist humanitarian and charitable efforts, promote responsible understanding of the Force, preserve its knowledge, advise the Throne, and serve the common good.

Section 4. The Grand Master
The Order shall be led by a Grand Master who shall sit as a permanent member of the Imperial Ruling Council.

Section 5. Membership
Membership shall be restricted to individuals possessing the ability to perceive and utilize the Force.

Section 6. Recruitment and Training
The Empire may identify Force-sensitive individuals and provide opportunities for instruction within the Imperial Order.

Section 7. Relationship with the Empire
The Order shall recognize the sovereignty of the Throne, while the Empire shall recognize the unique responsibilities and traditions of the Order.

Section 8. Relationship with the Armed Forces
Members may serve alongside the Armed Forces but shall not thereby become military personnel.

Section 9. Authority of Members
Members may exercise such authority as may be granted by law, commission, warrant, or delegation.

Section 10. Preservation of Knowledge
The Order shall maintain archives, academies, temples, libraries, and repositories necessary to preserve its traditions and knowledge.

Section 11. Service to the Citizenry
The Order shall encourage duty, honor, compassion, courage, wisdom, restraint, and selfless service.

Section 12. Neutrality in Political Affairs
The Order shall not function as a political party or electoral organization.

Section 13. The Force
The Empire recognizes the existence of the Force but shall not establish the Imperial Order as an official state religion.

Section 14. Oath of the Order
Members shall swear loyalty to the Empire, fidelity to the Charter, obedience to lawful authority, and responsible use of the Force in service to others.

Section 15. Purpose of the Imperial Order
The Order exists to serve the people of the Galaxy, defend justice, preserve the wisdom of the Force, and assist in maintaining peace and order.

Article X — The Imperial Guard

Section 1. Establishment
There shall exist an Imperial Guard entrusted with the protection of the Emperor, the Imperial Throne, and such persons, institutions, and locations as may be designated by the Throne.

Section 2. Authority
The Imperial Guard shall answer directly and exclusively to the Emperor and shall operate outside ordinary military, ministerial, and regional chains of command.

Section 3. Duties
The Guard shall protect the Emperor, Imperial Family, Imperial Palace, designated sites, and dignitaries, and execute special assignments entrusted by the Throne.

Section 4. Composition
The Guard shall be composed of individuals selected through merit, loyalty, exceptional service, and proven capability.

Section 5. Selection and Service
Standards for admission, training, promotion, discipline, and service shall be established by the Emperor.

Section 6. Independence
The Guard shall not constitute a branch of the Armed Forces.

Section 7. The Sovereign Protectors
Within the Guard there shall exist a detachment known as the Sovereign Protectors, selected from among the knights of the Imperial Order and approved by the Emperor.

Section 8. Duties of the Sovereign Protectors
The Sovereign Protectors shall serve as the Emperor’s innermost guardians and may be entrusted with missions of extraordinary sensitivity and importance.

Section 9. Loyalty
Members of the Imperial Guard and Sovereign Protectors shall owe loyalty to the Empire, the Charter, and the Imperial Throne.

Section 10. Oath of Service
Every member shall swear to defend the Emperor, protect the Throne, uphold the Charter, and discharge their duties with honor, vigilance, and unwavering loyalty.

Section 11. Purpose
The Guard exists to safeguard the person of the Emperor, preserve the security of the Throne, and ensure the uninterrupted continuity of lawful government.

Article XI — COMPNOR and the New Order

Section 1. Recognition
The Empire recognizes the principles of the New Order as the guiding civic philosophy of the Galactic Empire.

Section 2. COMPNOR
There shall exist a Commission for the Preservation of the New Order, commonly known as COMPNOR, serving as the principal civic, educational, and political institution dedicated to the advancement of the New Order.

Section 3. Purpose
COMPNOR shall promote understanding of the New Order, civic participation, loyalty, education, social advancement, unity, responsible citizenship, and long-term stability.

Section 4. Political Participation
COMPNOR may endorse candidates, advocate public policy, support legislation, organize civic programs, and participate in public affairs in accordance with law.

Section 5. Freedom of Political Association
Membership in COMPNOR shall not be required for citizenship, public employment, military service, or the exercise of rights guaranteed by this Charter.

Section 6. The Select Committee
The affairs of COMPNOR shall be directed by a Select Committee operating under the supervision of the Imperial Ruling Council.

Section 7. Civic Development
COMPNOR may establish programs, academies, youth organizations, cultural initiatives, and public service programs.

Section 8. The Sub-Adult Group
COMPNOR may maintain youth development organizations dedicated to education, recreation, public service, leadership, and civic responsibility.

Section 9. Coalition for Progress
COMPNOR may establish institutions dedicated to scientific advancement, education, cultural development, public policy, and civic improvement.

Section 10. Coalition for Improvements
COMPNOR may establish institutions dedicated to administrative reform, governmental efficiency, and social development.

Section 11. CompForce
COMPNOR may maintain a paramilitary organization known as CompForce, whose authority and limitations shall be established by law.

Section 12. The Imperial Security Bureau
The ISB shall operate under COMPNOR oversight and investigate threats to Imperial security, disloyalty, sedition, espionage, subversion, corruption, and other dangers to the peace and stability of the Empire.

Section 13. Loyalty and Responsibility
COMPNOR shall promote loyalty to the Empire, the Charter, and the Throne.

Section 14. Continuity
COMPNOR shall be recognized as the successor to the Republic organizations dedicated to the preservation and stability of galactic civilization.

Section 15. Purpose
COMPNOR exists to preserve and advance the New Order, strengthen the bonds between citizen and Empire, promote civic virtue and service, and contribute to the peace, security, justice, order, and prosperity of the Empire.

Article XII — Finance, Revenue, and the Imperial Treasury

Section 1. Financial Authority
The financial resources of the Empire shall be administered for the common defense, public welfare, prosperity, and continued stability of the Empire.

Section 2. The Imperial Treasury
There shall exist an Imperial Treasury responsible for the custody, administration, accounting, and disbursement of Imperial financial resources.

Section 3. Revenue
The Empire may levy taxes, duties, tariffs, fees, assessments, and other lawful revenues necessary for government.

Section 4. Annual Budget
The Imperial Government shall prepare an annual budget for consideration and approval by the Senate and Imperial Assent.

Section 5. Appropriations
No funds shall be drawn from the Imperial Treasury except pursuant to lawful appropriation.

Section 6. Emergency Expenditures
The Emperor may authorize emergency expenditures necessary for the preservation of the Empire.

Section 7. Public Debt
The Empire may incur debt and undertake financial obligations as authorized by law.

Section 8. Auditing and Accountability
The Empire shall maintain systems of auditing, inspection, review, and financial accountability.

Section 9. The Ministry of Finance
The Ministry of Finance shall oversee the financial administration of the Empire.

Section 10. Commerce and Economic Stability
The Empire shall promote commerce, lawful enterprise, industrial development, infrastructure, interstellar trade, and economic prosperity.

Section 11. The Imperial Currency
The Empire shall maintain a lawful currency and monetary system.

Section 12. Grants and Development
The Empire may provide grants, investments, subsidies, development assistance, infrastructure funding, disaster relief, and other financial support serving the public interest.

Section 13. Stewardship
Public funds shall be regarded as a trust held on behalf of the citizens of the Empire.

Section 14. Financial Continuity
The obligations, debts, contracts, financial commitments, and lawful liabilities inherited from previous governments shall remain valid unless lawfully altered.

Section 15. Purpose
The financial institutions of the Empire exist to ensure prosperity, security, stability, and advancement throughout galactic civilization.

Article XIII — States of Emergency

Section 1. Purpose
The Empire recognizes that extraordinary circumstances may arise which threaten its peace, security, stability, prosperity, or survival.

Section 2. Declaration of Emergency
The Emperor may declare a State of Emergency. If unavailable or incapacitated, such authority shall pass to the lawful Regent.

Section 3. Scope
A State of Emergency may apply to the entire Empire, one or more Oversectors, Sectors, Systems, worlds, territories, or such other jurisdictions as may be necessary.

Section 4. Emergency Authority
During a State of Emergency, the Emperor may mobilize military and local defense forces, nationalize defense assets, requisition property and resources, authorize emergency expenditures, restrict travel, assembly, or commerce, and take such additional measures as circumstances require.

Section 5. Martial Law
The Emperor may declare martial law where civil authorities are unable to maintain public order or execute the laws.

Section 6. Regional Emergencies
Grand Moffs and Moffs may declare regional emergencies within their jurisdictions when immediate action is required, subject to review by the Emperor.

Section 7. Continuity of Government
The Empire shall maintain plans and procedures necessary to ensure uninterrupted government during emergencies.

Section 8. Duties of Citizens
During a declared emergency, citizens may be called upon to render military, civil, industrial, scientific, logistical, medical, educational, or other forms of national service.

Section 9. Duties of Institutions
All institutions of the Empire shall cooperate in responding to emergencies.

Section 10. Rights During Emergencies
Emergency measures may temporarily restrict certain rights where necessary, but shall not authorize arbitrary punishment, unlawful execution, or complete abandonment of due process.

Section 11. The Senate During Emergencies
The Senate shall be informed of emergency declarations as soon as practicable and may continue to meet, legislate, appropriate funds, investigate, and advise the Throne.

Section 12. Duration
A State of Emergency shall remain in effect for the duration of the conditions that gave rise to it.

Section 13. Accountability
Officials exercising emergency powers shall remain accountable for their actions under law.

Section 14. Purpose
Emergency powers exist to preserve the Empire, protect citizens, defend civilization, and ensure lawful government endures through crisis.

Article XIV — General, Transitional, and Final Provisions

Section 1. Supremacy of the Charter
This Imperial Charter shall constitute the supreme law of the Galactic Empire.

Section 2. Continuity of Government
The establishment of the Galactic Empire shall not be construed as the destruction of lawful government, but as its reform and continuation.

Section 3. Continuity of Law
All lawful statutes, regulations, treaties, obligations, contracts, charters, judicial decisions, property rights, and governmental acts existing prior to this Charter shall remain in force unless lawfully altered.

Section 4. Continuity of Institutions
The Senate, Judiciary, Ministries, Armed Forces, COMPNOR, local governments, and all other lawful institutions shall continue in operation subject to this Charter.

Section 5. Succession of Authority
The Galactic Empire shall inherit the lawful authorities, responsibilities, obligations, assets, records, and functions of the governments from which it descends.

Section 6. Oaths and Obligations
All officers, officials, servants, and agents of the Empire shall remain bound by their lawful oaths and duties.

Section 7. Interpretation
The Charter shall be interpreted in a manner consistent with preservation of the Empire, protection of Imperial Citizens, maintenance of lawful government, and advancement of the New Order.

Section 8. Imperial Edicts
Imperial Edicts shall possess the full force of law and shall supersede subordinate legislation, regulations, directives, and administrative actions inconsistent therewith. They shall be interpreted consistently with this Charter whenever possible.

Section 9. Severability
Should any provision be determined invalid or unenforceable, the remaining provisions shall continue in full force.

Section 10. Preservation of the Empire
No interpretation shall be adopted that would dissolve the Galactic Empire, destroy lawful government, or abandon the fundamental rights and responsibilities of Imperial Citizenship.

Section 11. Ratification
This Charter shall enter into force upon ratification by the Imperial Senate and promulgation by the Emperor.

Section 12. Final Declaration
Mindful of the sacrifices that secured peace after the Clone Wars, and determined that the suffering of those years shall never be repeated, the peoples of the Galaxy establish this Charter as the enduring foundation of the Galactic Empire.

May the Empire stand united in purpose, strong in justice, steadfast in order, and prosperous in peace for generations yet to come.
