Government of the Galactic Empire

The Galactic Empire is a constitutional imperial state established to restore unity, lawful government, and common purpose following the devastation of the Separatist War. Its institutions join the authority of the Imperial Throne with sector representation, an Empire-wide judiciary, professional administration, and the continued government of the galaxy’s worlds and peoples.

The Imperial Charter constitutes the fundamental law of the Empire. It vests supreme executive authority in the Throne, establishes the Imperial Senate, provides for the courts, preserves regional and local government under Imperial supervision, and defines the relationship between the institutions of the New Order. No office stands outside the Charter, and no exercise of public authority is legitimate except through the order it establishes.

The Imperial Executive

The Imperial Throne is the supreme executive authority of the Galactic Empire. The Emperor directs the state, appoints its senior officers, commands its armed forces, grants or withholds Imperial Assent, and issues Edicts in the exercise of the powers entrusted to the Throne. The authority of the Emperor is personal in its exercise but institutional in its foundation: the Throne endures beyond any one reign and remains governed by the Imperial Charter.

Day-to-day government is coordinated through the Imperial Ruling Council, over which the Emperor presides. Its membership brings together the Grand Vizier, Ministers of the Empire, Grand Moffs, and the senior heads of the military, Imperial Order, intelligence, and protective services. The Council does not replace the authority of its members within their own offices; it unites them so that policy may be formed and executed as the work of one government.

The Grand Vizier serves as Head of Government and principal coordinator of the civil administration. Acting between the Throne, the Ruling Council, the Senate, and the Ministries, the Grand Vizier ensures that Imperial policy is translated into effective administration throughout the Empire.

The Imperial Legislature

The Imperial Senate is the legislative body of the Galactic Empire and the constitutional voice of its sectors. Every sector is represented, allowing the interests of the Core, Colonies, Rim, and all regions between them to enter the councils of the state. Senators debate measures, scrutinize policy, advise the Throne, and pass legislation in accordance with the Charter and the rules of the Senate.

A bill passed by the Senate does not become law until it receives Imperial Assent. Upon assent, it becomes an Act of the Empire, binding throughout its lawful jurisdiction. This union of senatorial deliberation and Imperial authority gives legislation both representative counsel and the force of the Throne. The Grand Vizier formally presides over the Senate and maintains the constitutional connection between the legislature and the executive government.

The Imperial Judiciary

The Imperial judiciary interprets and applies the law independently in the causes placed before it. At its head stands the Supreme Court of the Galactic Empire, the final court of appeal and the principal guardian of uniform Imperial doctrine. Beneath it, the Imperial Courts extend through the District, Sector, and Oversector levels, hearing matters arising under Imperial law and disputes that cross the jurisdiction of individual worlds.

Planetary and local courts continue to administer their own laws in ordinary matters. The Imperial courts do not erase those traditions; they provide a common forum where the interests of the Empire, its sectors, and more than one world are involved. The Judicial Forces form the judiciary’s armed enforcement service, executing warrants and lawful orders, securing proceedings, transporting prisoners, and ensuring that judgments possess practical effect.

Regional Administration

The Empire is administered through its sectors, grouped for strategic and administrative coordination into twenty Priority Oversectors. A Moff serves as the senior Imperial executive authority within a sector. A Grand Moff governs a Priority Oversector, coordinates the sectors within it, and represents their administration upon the Ruling Council.

Territorial governance is supervisory rather than needlessly uniform. Planetary, system, and local governments continue to govern according to their own lawful institutions, customs, and needs, provided that their acts remain consistent with the Imperial Charter, Imperial law, and the obligations of membership in the Empire. Through this arrangement, local knowledge is preserved while matters of sector-wide and galactic consequence receive unified direction.

The Imperial Ministries

The seventeen Imperial Ministries constitute the permanent civil administration of the Empire. Each is led by a Minister appointed by and serving at the pleasure of the Emperor. Together they develop policy, administer public services, regulate matters of galactic concern, and coordinate the work of sector and planetary authorities within their respective fields.

The Ministries are not isolated departments. Their responsibilities frequently meet in common undertakings, and the Ruling Council provides the forum in which their work is reconciled with the wider policy of the Empire.

COMPNOR

The Commission for the Preservation of the New Order, commonly known as COMPNOR, safeguards and advances the civic principles upon which the Empire was founded. Established beneath the authority of the Ruling Council, it unites political education, public service, standards of conduct, civic participation, and the defense of institutional integrity.

COMPNOR is neither a ministry nor a substitute for the ordinary government. It is the political and civic commission of the New Order, working across institutional boundaries through its committees and constituent organizations. Its responsibilities include the Coalition for Progress, CompForce, and oversight of the Imperial Security Bureau, subject in every case to the lawful authority governing those bodies.

The Law of the Empire

Imperial government proceeds through distinct forms of lawful authority. The Imperial Charter is the fundamental law of the state. Imperial Legislation records Acts passed by the Senate and granted Imperial Assent. Imperial Edicts are binding commands issued by the Throne, while Imperial Proclamations give formal public expression to declarations, observances, appointments, and other acts of state. The Imperial Code of Justice defines offences, legal responsibilities, and the principles by which justice is administered.

Through these institutions, authority is made orderly, representation is given effect, judgment is separated from administration, and the immense variety of the galaxy is joined within a single constitutional state. The New Order is not one office or one branch of service, but the common labor of the Throne, Senate, courts, territories, ministries, and citizens of the Galactic Empire.
