The Commission for the Preservation of the New Order, commonly known as COMPNOR, is the Empire's official civic and political movement and its principal institution for advancing the principles of the New Order. It unites citizens, public servants, professional bodies, voluntary associations, and political supporters in organized service to the Empire, the Imperial Charter, and the Throne.

From COMPOR to COMPNOR

COMPNOR descends from the Commission for the Preservation of the Republic, or COMPOR, established during the final crisis of the Galactic Republic. COMPOR rallied citizens against separatism, corruption, institutional collapse, and the disintegration of galactic government. Following the Imperial Ascension, the movement was reorganized as COMPNOR in recognition that the New Order preserved the lawful continuity of galactic civilization while correcting the failures that had brought the Republic to the brink of destruction.

The Commission consequently regards the Empire not as a repudiation of the Republic, but as its constitutional successor. Its duty is to preserve what was worth defending, reform what had failed, and ensure that peace, security, justice, order, and prosperity are made durable throughout the galaxy.

Political and Civic Character

COMPNOR is at once a political movement, a voluntary civic organization, and a chartered Imperial institution. It may endorse candidates, advocate policy, support legislation, organize public campaigns, and maintain affiliated groups throughout Imperial society. Its members participate extensively in the Senate, ministries, regional administrations, local governments, professional institutions, and public service, but membership is not required for citizenship, public employment, military service, or the exercise of lawful rights.

Political association takes several forms. Some citizens hold full Commission membership; others belong principally to one of the Coalitions or an affiliated professional body; still others cooperate with COMPNOR campaigns or identify themselves as aligned with the New Order without entering the formal organization. Senators and public officials may therefore work closely with COMPNOR without being members of it.

Purpose and Mandate

The Commission strengthens loyalty, civic understanding, disciplined service, and confidence in Imperial institutions. It studies the condition of Imperial society, identifies political and administrative weaknesses, develops long-term programs of integration and reform, and mobilizes public participation in the service of the New Order. Its authority is established by the Imperial Charter and exercised through the Select Committee under the supervision of the Imperial Ruling Council.

Organization

• Select Committee: directs Commission policy, coordinates its principal organizations, and reports to the Imperial Ruling Council.
• Coalition for Improvements: conducts long-term political, administrative, social, and institutional development through Sector Development, Modification, and Redesign.
• Coalition for Progress: monitors the cultural and institutional progress of the Empire and organizes political and professional activity in art, commerce, education, justice, and science.
• Sub-Adult Group: forms disciplined, capable, and loyal young citizens through education, recreation, civic service, and preparation for adult Imperial service.
• CompForce: maintains Observation officers and active and reserve Assault formations for service alongside the Imperial Armed Forces.
• Imperial Security Bureau: protects the Empire against internal subversion, official disloyalty, espionage, sedition, corruption, and organized threats to Imperial security.

Governmental Relationships

COMPNOR works through political organization, public advocacy, internal direction, and powers assigned by the Charter, law, Imperial Edict, or the Ruling Council. It may govern its own organizations, issue internal directives, endorse candidates and measures, submit legislation and policy recommendations, and coordinate programs entrusted to it. It does not enact legislation, levy taxes, decide criminal guilt, or displace the lawful powers of ministries, courts, Moffs, or local governments except where specific authority has been granted by law.

Service to the New Order

The strength of the Empire rests not only upon fleets and laws, but upon citizens who understand the New Order and willingly labor for its preservation. COMPNOR gives that loyalty organized form, joins conviction to public service, and ensures that the constitutional peace secured at the Imperial Ascension is renewed by each generation.
