The Commission for the Preservation of the New Order, commonly known as COMPNOR, is the Empire's principal institution for civic organization, political coordination, and the defense of the principles upon which the New Order was founded. Operating under the authority of the Imperial Ruling Council, the Commission connects citizens, public institutions, and voluntary associations with the wider work of Imperial government.

COMPNOR is neither a ministry nor a substitute for ordinary government. Ministries administer public services, courts interpret the law, prosecutors bring charges, and military commands defend the Empire. The Commission instead organizes civic participation, studies the condition of Imperial society, recommends reforms, and maintains specialized bodies whose mandates require political direction across several departments.

Purpose and Mandate

The Commission preserves the New Order by strengthening public confidence, encouraging service, identifying weaknesses in Imperial institutions, and ensuring that major civic initiatives support the interests of the Empire as a whole. Its authority derives from the Emperor and is exercised through the Select Committee subject to the Imperial Charter, Imperial Edicts, and the lawful jurisdiction of the Ruling Council.

Organization

  • Select Committee — directs Commission policy, coordinates its principal organizations, and reports to the Ruling Council.
  • Coalition for Improvements — studies administrative and social deficiencies and develops practical programs of repair, modernization, and reconstruction.
  • Coalition for Progress — brings professional and civic groups into consultation on culture, commerce, education, justice, and science.
  • Sub-Adult Group — provides voluntary civic, educational, recreational, and service programs for young citizens.
  • CompForce — supplies trained civic auxiliaries and, through its Assault arm, a disciplined paramilitary reserve.
  • Imperial Security Bureau — protects the Empire against internal subversion, official disloyalty, and organized threats to Imperial security.

Governmental Relationships

COMPNOR works through consultation and assigned authority. It may inspect its own organizations, issue internal directives, submit policy recommendations, and coordinate programs entrusted to it. It does not enact legislation, levy taxes, command ministries, decide criminal guilt, or displace the lawful powers of Moffs and local governments. Matters outside its jurisdiction are referred to the appropriate ministry, court, Inspectorate, military command, or territorial authority.

Service to the New Order

The strength of the Empire rests not only upon fleets and laws, but upon capable institutions and citizens who understand their obligations to one another. COMPNOR gives that civic duty an organized form: disciplined without becoming mechanical, patriotic without becoming empty, and united in service to the Throne and the Galactic Empire.
