Imperial Code of Justice

The Supreme Criminal Code of the Galactic Empire

Enacted by the Imperial Senate pursuant to the Imperial Charter and granted Imperial Assent by His Imperial Majesty, Emperor Draco Tanos. Developed through the combined efforts of Senator Hargald Boshuu of the Farrfin Sector, the Coalition for Progress Justice Group, the Ministry of Justice, and the legal institutions of the Galactic Empire.

The Rule of Law

The Imperial Code of Justice is the comprehensive body of criminal law governing the Galactic Empire. It establishes uniform standards of criminal conduct, investigation, prosecution, judicial procedure, sentencing, corrections, and rehabilitation throughout Imperial territory.

Born from the lessons of the Clone Wars and the constitutional reforms that established the New Order, the Code replaced the fragmented and often contradictory legal systems of the late Galactic Republic with a clear and consistent framework applicable across the Empire. It is founded upon the principles of Peace, Security, Justice, Order, and Prosperity.

The Code applies to Imperial Citizens, public officials, members of Imperial institutions, and all other persons subject to Imperial jurisdiction. Local worlds, systems, and sectors may maintain their own laws and courts, but no local enactment may conflict with the Imperial Charter, Imperial Edicts, or the laws of the Galactic Empire.

Guiding Principles of Imperial Justice

Imperial Justice is founded upon the following principles:

• Every accused person is presumed innocent until proven guilty according to law.
• The burden of proof rests upon the prosecution.
• Justice shall be administered fairly, impartially, efficiently, and consistently.
• No citizen is beneath the protection of the law, and no official stands above it.
• The innocent shall be protected before the guilty are punished.
• Punishment shall be proportionate to the offense.
• Public order shall be preserved without abandoning lawful process.
• The law exists not merely to punish wrongdoing, but to preserve civilization.

Organization of the Imperial Code

The Imperial Code of Justice is divided into nine Books. Each Book addresses a distinct area of criminal law and may be read independently or as part of the Code as a whole.

Book I — General Provisions
Establishes the authority, scope, interpretation, jurisdiction, definitions, and foundational principles of Imperial criminal law.

Book II — Crimes Against Persons
Defines offenses against life, bodily integrity, liberty, dignity, family, and the legal personhood of sapient beings, including murder, assault, abduction, slavery, and trafficking in sapient beings.

Book III — Crimes Against Property, Commerce, and Economic Security
Defines theft, robbery, fraud, embezzlement, bribery, forgery, vandalism, arson, commercial crime, and offenses against public, private, cultural, scientific, and strategic property.

Book IV — Crimes Against Public Order
Addresses weapons offenses, controlled substances, unlawful slicing, smuggling, organized crime, obstruction of justice, public disorder, and other threats to the peace and safety of Imperial society.

Book V — Crimes Against the Empire
Defines treason, armed insurrection, sedition, espionage, terrorism, sabotage, and offenses against the constitutional order of the Galactic Empire.

Book VI — Commerce, Travel, Customs, and Immigration
Governs lawful commerce, customs enforcement, hyperspace transportation, immigration, quarantine, regulated trade, and the secure movement of persons and goods throughout Imperial territory.

Book VII — Military Justice
Establishes the separate body of law governing members of the Imperial Armed Forces, including discipline, duty, courts-martial, wartime offenses, command responsibility, and military honor.

Book VIII — Judicial Procedure and Criminal Process
Defines investigations, searches, arrests, detention, prosecution, trials, evidence, sentencing procedure, appeals, judicial review, and executive clemency.

Book IX — Punishments, Corrections, and Rehabilitation
Establishes classes of offenses, sentencing principles, fines, restitution, imprisonment, penal labor, rehabilitation, life sentences, capital punishment, pardons, and restoration of rights.

Administration of Imperial Justice

The administration of justice is shared among several institutions, each possessing a distinct responsibility under the Imperial Charter and Imperial Law.

The Imperial Senate debates and enacts legislation governing criminal law and judicial procedure. Legislation receives the force of law upon Imperial Assent.

The Justice Group, operating within the Coalition for Progress of COMPNOR, supports the development and standardization of clear, effective, and impartial legal frameworks. It promotes judicial education, legal reform, professional standards, and public confidence in Imperial justice.

The Ministry of Justice is the Empire’s central prosecutorial authority. Led by the Procurator of Justice, it directs criminal prosecutions, develops legal policy, coordinates with law-enforcement agencies, and oversees the Department of Imperial Justice.

The Supreme Court is the highest judicial authority of the Galactic Empire and the final interpreter of Imperial law. Its decisions bind lower courts and ensure the uniform application of law throughout the galaxy.

The Imperial Office of Criminal Investigations serves as the Empire’s principal civilian investigative service, coordinating with sector and planetary authorities in the investigation of ordinary criminal offenses.

The Imperial Security Bureau investigates internal security threats, including terrorism, espionage, sedition, corruption, disloyalty, and offenses directed against the constitutional order of the Empire.

The Imperial Inspectorate conducts inspections, audits, compliance reviews, and administrative investigations to ensure that Imperial institutions operate lawfully, efficiently, and honestly. The Inspectorate frequently works alongside the Imperial Security Bureau and the Ministry of Security, and may refer evidence of criminal misconduct to the Ministry of Justice.

The Ministry of Corrections administers Imperial prisons, detention centers, penal colonies, productive labor programs, and rehabilitation services. It ensures that sentences imposed by lawful courts are executed securely, consistently, and in accordance with Imperial Law.

Rights and Duties Under Imperial Law

The Code recognizes the rights guaranteed by the Imperial Charter, including due process, equal protection under the law, access to the courts, lawful political participation, property rights, and the right to petition government for redress of grievances.

These rights exist alongside the duties of Imperial Citizenship. Every citizen owes loyalty to the Galactic Empire, fidelity to the Imperial Charter, obedience to lawful authority, respect for the rights of others, and service to the Empire when lawfully called upon during times of grave emergency.

Sentencing and Correction

Sentences imposed under Imperial Law are intended to protect society, preserve public order, provide justice for victims, deter criminal conduct, and rehabilitate offenders where practicable. Punishment shall be proportionate to the offense and shall not be imposed solely for cruelty, vengeance, or arbitrary suffering.

Persons lawfully sentenced to penal labor remain protected by Imperial Law and shall not be treated as property. Slavery and trafficking in sapient beings are grave offenses against the dignity of sapient life and the legal order of the Empire.

Imperial Clemency

The Emperor retains the authority to grant pardons, reprieves, commutations, and other acts of clemency for offenses against Imperial Law. Clemency may relieve or reduce a lawful sentence but does not diminish the authority of the courts or the validity of the Code.
