Imperial legislation comprises measures passed by the Imperial Senate and granted Imperial Assent by the Throne. Upon receiving assent, a measure is enacted as an Act of the Empire and possesses the force of Imperial law throughout every territory subject to its jurisdiction.

Legislation is distinct from the Imperial Charter, which constitutes the fundamental law of the Galactic Empire. It is likewise distinct from Imperial Edicts and Imperial Proclamations, which proceed directly from the Throne and are recorded in their own collections. This register concerns only enacted legislation originating through the Imperial Senate.

The Legislative Process

Legislation begins as a bill placed before the Imperial Senate in accordance with its rules. Senators may debate its principles, examine its provisions, propose amendments, and hear the counsel of the ministries, courts, territorial governments, and other Imperial institutions affected by it. A bill approved in the form required by the Senate is presented to the Emperor for consideration.

Passage by the Senate expresses the advice and consent of the Empire’s sectors, but does not alone confer the force of law. Until Imperial Assent is granted, the measure remains a bill and imposes no binding obligation upon the Empire or its citizens.

Imperial Assent

The Emperor may grant or withhold Imperial Assent in the exercise of the authority of the Throne. Once assent is given, the bill becomes an Act of the Empire and takes effect upon the date specified within it, or upon its promulgation where no other commencement is provided.

An enacted Act is binding upon the Imperial Government, the sectors, the territories, and all persons and institutions within its lawful reach. No Act may supersede or amend the Imperial Charter except through the amendment procedure established by the Charter itself. Acts remain in force until repealed, replaced, amended, or otherwise rendered without effect by lawful authority.

Each entry identifies the Act, its present status, its principal subject, and the institutions charged with its administration. Earlier enactments will be entered as their authoritative texts are prepared for publication.

The organic law governing the structure, jurisdiction, administration, and procedure of the Imperial judiciary. The Act establishes the authority and composition of the Supreme Court of the Galactic Empire, the Oversector Circuit Courts, the Sector Courts of Justice, and the Imperial District Courts, and defines the place of the Judicial Forces within the administration and enforcement of Imperial justice.
