The Imperial Ruling Council is the highest executive council of the Galactic Empire. Presided over by the Emperor, it brings together the principal officers of the Throne, the leaders of the Empire’s military and security institutions, the governors of its twenty Oversectors, and the ministers charged with the administration of civil government.
The Council is neither a legislature nor a body independent of the Imperial Throne. It exists to advise the Emperor, coordinate the institutions of state, resolve questions crossing departmental or territorial boundaries, and ensure that Imperial policy is carried into effect throughout the galaxy. Its members exercise authority through the offices they hold and remain accountable to the Emperor under the Imperial Charter.

Constitutional Role
The Imperial Ruling Council is the central forum through which the Emperor governs the institutions of the Empire as a unified state. The Council gathers those officers whose responsibilities are galactic in scope or whose decisions regularly affect more than one branch, ministry, or territorial administration. Through it, military requirements, civil policy, intelligence assessments, regional concerns, and the needs of the Imperial Household may be considered together rather than in isolation.
The Emperor remains the source of executive authority and may preside personally, reserve any matter for decision, approve or reject Council recommendations, or direct an office to act. The Council does not diminish the Emperor’s authority. It gives that authority an orderly means of consultation, coordination, and execution.
The Grand Vizier serves as deputy presiding officer and ordinary coordinator of the Council’s work. When the Emperor is absent, the Grand Vizier conducts meetings under standing Imperial policy, assigns matters for review, and ensures that decisions are communicated to the responsible offices. Questions reserved to the Emperor are referred to the Throne.
The Imperial Ruling Council is distinct from the Imperial Senate. The Senate represents the sectors of the Empire through legislation, deliberation, and oversight. The Ruling Council is the executive body responsible for administering the government and executing policy under the authority of the Emperor.
Authority and Functions
The Council considers matters of general Imperial policy, interministerial coordination, strategic security, military readiness, territorial administration, emergency response, public finance, major appointments, and other questions referred by the Emperor or Grand Vizier. Its deliberations are intended to present the Throne with informed advice from every institution materially affected by a decision.
Among its principal functions are:
- Executive coordination: aligning the work of ministries, military commands, security organs, and regional governments with Imperial policy.
- Policy review: examining proposals whose consequences extend beyond a single office or territory.
- Strategic planning: coordinating long-range priorities for defense, infrastructure, trade, finance, security, and administration.
- Territorial oversight: receiving reports from Grand Moffs and resolving matters affecting multiple sectors or Oversectors.
- Emergency government: organizing a unified response to war, insurrection, disaster, economic disruption, or other threats to the Empire.
- Implementation and accountability: assigning responsibility for decisions and requiring reports on their execution.
Decisions of the Council may take the form of recommendations to the Emperor, directives issued within delegated authority, coordinated orders to participating institutions, or instructions transmitted through the Grand Vizier. No Council act may contradict the Imperial Charter, an Imperial Edict, or a law granted Imperial Assent.
Meetings and Procedure
The Council meets in secure chambers of the Imperial Palace on Coruscant. Regular sessions are scheduled through the Office of the Grand Vizier, while extraordinary sessions may be summoned by the Emperor whenever circumstances require immediate consultation. Members may also be called to restricted sessions limited to those whose offices are directly concerned.
The Emperor presides when present. In the Emperor’s absence, the Grand Vizier presides as deputy chair. The Council Secretariat prepares the agenda, distributes classified briefing materials, records decisions, and tracks the responsibilities assigned to each office. Matters may be referred to ministries, regional authorities, Imperial High Command, or temporary committees for detailed study before returning to the full Council.
The Council ordinarily seeks consensus, but it is not a voting chamber whose majority binds the Throne. Members are expected to offer candid advice within Council deliberations and, once a decision has been rendered, to execute it with unity and discipline.
The Inner Circle
The Inner Circle comprises the Emperor’s six principal advisers. Its members are distinguished not merely by the size of the institutions they lead, but by their direct and continuing access to the Throne. Together they represent institutions essential to the Empire: civil administration, supreme military command, intelligence, the Imperial Order, protection of the Throne, and the organized civic and political movement of the New Order.
The Inner Circle may meet with the Emperor separately from the full Ruling Council to consider sensitive questions of succession, war, intelligence, constitutional continuity, the security of the Imperial Household, and other matters requiring the highest degree of confidence. Membership is attached to office and may be altered by the Emperor as the needs of the Throne require.

Grand Vizier, Supreme Commander, Director of Imperial Intelligence, Grand Master of the Imperial Order, High Protector and Commander of the Imperial Guard, and Chairman of the COMPNOR Select Committee.
Imperial High Command
Imperial High Command is a standing committee of the Imperial Ruling Council responsible for the coordination of military strategy, service readiness, joint operations, and the security requirements of the Armed Forces. It meets independently when necessary, but its members remain members of the larger Ruling Council and its work remains subject to the authority of the Emperor.
The Supreme Commander chairs Imperial High Command. The five armed-service branches are represented by the Army Chief of Staff, the Chief of Naval Operations, the Chief of Starfighter Operations, the Commandant of the Imperial Stormtrooper Corps, and the Chief of Battlestation Operations for Battlestation Command, commonly known throughout the services as Imperial Operations.
The Director of the Imperial Security Bureau also holds a seat. The ISB is not a military service and remains an organ of COMPNOR. Its participation reflects the Bureau’s importance to internal security, counter-subversion, military security, and the coordination of the Empire’s wider security apparatus.
The Imperial Guard is not part of Imperial High Command. Its Commander holds the rank of High Protector and sits within the Inner Circle by virtue of the Guard’s direct responsibility for the Emperor, the Imperial Household, and the security of the Throne.
Grand Moffs and Regional Government
The twenty Grand Moffs represent the Empire’s Oversectors on the Imperial Ruling Council. Each exercises superior territorial authority within an Oversector and coordinates the work of the Moffs, sector governments, military commands, and Imperial agencies operating within that region.
Their membership ensures that decisions made on Coruscant are informed by conditions across the galaxy and that regional administrations receive clear direction from the center. Grand Moffs may raise questions affecting their territories, report on security and economic conditions, and coordinate action where problems cross sector boundaries.
Grand Moffs do not constitute a separate legislative chamber. Their place on the Council is executive and administrative, reflecting their responsibility for implementing Imperial policy across the Empire’s largest territorial divisions.
Ministers of the Throne
The Ministers of the Throne direct the civil ministries of the Imperial Government. Each minister is responsible for a defined field of administration and is accountable for the competence, legality, and effectiveness of the department entrusted to that office.
Ministers advise the Emperor and Grand Vizier, prepare policy, administer appropriated resources, supervise the Imperial civil service within their departments, and coordinate with other institutions through the Ruling Council. The Procurator of Justice serves as the head of the Ministry of Justice and the Empire’s chief public prosecutor.
The Ministry of War is represented alongside the other ministries. Its civil and governmental responsibilities are distinct from the operational military command exercised by the Supreme Commander and Imperial High Command.
