Book III — Crimes Against Property, Commerce, and Economic Security

Enacted by the Imperial Senate pursuant to the Imperial Charter and granted Imperial Assent by His Imperial Majesty, Emperor Draco Tanos.

Book III protects public and private property, lawful commerce, financial integrity, and the economic foundations of the Galactic Empire. These provisions safeguard citizens, corporations, and the Imperial government from theft, fraud, corruption, commercial misconduct, and the unlawful destruction or misuse of property.

Title I — Theft and Unlawful Taking

Article 201 — Theft
A person commits Theft when they knowingly obtain or exercise unlawful control over the property of another with the intent to permanently or substantially deprive the lawful owner of its use or value.

Article 202 — Aggravated Theft
Theft shall be aggravated when it involves significant value, strategic materials, cultural property, government property, repeat offending, or abuse of public office.

Article 203 — Robbery
Robbery is the unlawful taking of property by force, intimidation, or threat against another sapient being.

Article 204 — Burglary
Burglary is the unlawful entry into a structure, vessel, installation, or secured facility with intent to commit a criminal offense therein.

Title II — Fraud and Financial Crime

Article 205 — Fraud
Fraud consists of knowingly obtaining money, property, services, or advantage through deception or material misrepresentation.

Article 206 — Embezzlement
A person entrusted with property who unlawfully converts that property for personal benefit commits Embezzlement.

Article 207 — Forgery
Knowingly creating, altering, or using false documents, records, identities, licenses, permits, seals, or certifications constitutes Forgery.

Article 208 — Counterfeiting
Manufacturing or distributing counterfeit credits, securities, official instruments, or government certifications is prohibited.

Title III — Official Integrity

Article 209 — Bribery
Offering, giving, soliciting, or accepting anything of value to improperly influence the actions of a public official constitutes Bribery.

Article 210 — Official Corruption
A public official commits Official Corruption when they knowingly use public office for personal enrichment, favoritism, unlawful advantage, or betrayal of the public trust.

Official Corruption shall constitute a Class IV or Class V Felony depending upon the gravity of the offense.

Article 211 — Abuse of Office
Knowingly exceeding lawful authority, misusing governmental powers, or acting for an unlawful purpose while holding public office constitutes Abuse of Office.

Title IV — Property Damage

Article 212 — Vandalism
Knowingly damaging or defacing the property of another without lawful authority constitutes Vandalism.

Article 213 — Arson
Knowingly and unlawfully setting fire to or causing an explosion within property, vessels, facilities, or infrastructure constitutes Arson.

Article 214 — Destruction of Strategic Property
The intentional destruction of military facilities, public utilities, critical infrastructure, archives, cultural artifacts, or essential public resources shall constitute a serious felony.

Title V — Commerce and Public Trust

Article 215 — Commercial Deception
Knowingly engaging in deceptive commercial practices that materially harm consumers, businesses, or the Empire is prohibited.

Article 216 — Unlawful Monopolistic Practices
Commercial enterprises shall not engage in unlawful conspiracies or practices intended to destroy fair competition in violation of Imperial commercial law.

Article 217 — Restitution
Whenever practicable, courts shall order restitution to victims in addition to any other lawful sentence.

Title VI — General Principles

Article 218 — Protection of Property
The Empire recognizes lawful property rights as essential to commerce, prosperity, and public confidence in the rule of law.

Article 219 — Protection of Public Resources
Public funds, government resources, military property, and strategic infrastructure shall receive heightened protection under Imperial Law.

Article 220 — Aggravating Factors
Offenses under this Book may receive enhanced penalties when committed by organized criminal enterprises, public officials, or where they threaten the economic security of the Empire.
