
Enacted by the Imperial Senate pursuant to the Imperial Charter and granted Imperial Assent by His Imperial Majesty, Emperor Draco Tanos.
Book IV defines offenses that threaten the peace, safety, stability, and orderly administration of Imperial society. These provisions govern restricted weapons, controlled substances, unlawful slicing, smuggling, organized criminal enterprises, obstruction of justice, and conduct that materially endangers public order.

Article 301 — Unlawful Possession of Restricted Weapons
A person commits this offense when they knowingly possess a weapon, device, munition, or military system prohibited or restricted by Imperial Law without lawful authorization.
This offense shall constitute a Class II or Class III offense depending upon the nature of the weapon and the circumstances of possession.
Article 302 — Unlawful Manufacture of Restricted Weapons
A person commits this offense when they manufacture, assemble, modify, reproduce, or prepare restricted weapons without lawful authorization.
This offense shall constitute a Class III or Class IV Felony.
Article 303 — Unlawful Distribution of Weapons
A person commits this offense when they knowingly sell, transfer, traffic, export, deliver, or otherwise distribute weapons in violation of Imperial Law.
This offense shall constitute a Class III or Class IV Felony.
Article 304 — Possession of Military Materiel
A person commits this offense when they knowingly possess military-grade equipment, munitions, armor, explosives, communications systems, restricted sensors, or weapons platforms without lawful authority.
This offense shall constitute a Class III or Class IV Felony.
Article 305 — Unlawful Manufacture of Controlled Substances
A person commits this offense when they manufacture, refine, cultivate, synthesize, or prepare prohibited narcotics, stimulants, toxins, spices, or other controlled substances contrary to law.
This offense shall constitute a Class III or Class IV Felony.
Article 306 — Distribution of Controlled Substances
A person commits this offense when they knowingly distribute, traffic, transport, sell, or supply controlled substances in violation of Imperial Law.
This offense shall constitute a Class III, Class IV, or Class V Felony depending upon scale, substance, and circumstances.
Article 307 — Aggravated Distribution
Distribution shall be aggravated when:
• Minors are targeted;
• Organized criminal enterprises are involved;
• Multiple systems or sectors are affected;
• Violence, coercion, or corruption is employed;
• The substances create a grave threat to public health or security.
Aggravated Distribution shall constitute a Class V Felony.
Article 308 — Unauthorized Slicing
A person commits Unauthorized Slicing when they knowingly gain access to a computer, droid memory, communications system, data repository, network, control system, or information service without authorization.
This offense shall constitute a Class II or Class III offense.
Article 309 — Aggravated Slicing
Unauthorized Slicing shall be aggravated when:
• Government systems are targeted;
• Military or intelligence systems are targeted;
• Classified information is obtained, altered, destroyed, or disclosed;
• Public infrastructure is endangered;
• The offense facilitates another serious crime.
Aggravated Slicing shall constitute a Class IV or Class V Felony.
Article 310 — Identity Fraud
A person commits Identity Fraud when they knowingly assume, use, alter, transfer, or fabricate the identity, credentials, biometric profile, or official records of another person for unlawful gain or advantage.
This offense shall constitute a Class II or Class III offense.
Article 311 — Communications Interference
A person commits this offense when they unlawfully disrupt, jam, corrupt, intercept, disable, or interfere with communications systems, emergency broadcasts, navigational beacons, public information networks, or lawful transmissions.
This offense shall constitute a Class III or Class IV Felony.
Article 312 — Smuggling
A person commits Smuggling when they knowingly transport, conceal, import, export, transfer, or distribute goods in violation of Imperial customs law.
This offense shall constitute a Class II, Class III, or Class IV offense depending upon the goods involved and the scale of the operation.
Article 313 — Aggravated Smuggling
Smuggling shall be aggravated when it involves:
• Restricted weapons;
• Controlled substances;
• Enslaved or trafficked sapient beings;
• Restricted technologies;
• Military materiel;
• Biological, chemical, radiological, or other hazardous materials;
• Organized criminal enterprises.
Aggravated Smuggling shall constitute a Class IV or Class V Felony.
Article 314 — Customs Fraud
A person commits Customs Fraud when they knowingly evade tariffs, duties, inspections, licensing requirements, cargo declarations, or customs regulations through deception, concealment, or falsified documentation.
This offense shall constitute a Class II or Class III offense.
Article 315 — Participation in a Criminal Enterprise
A person commits this offense when they knowingly participate in an organized criminal enterprise engaged in serious criminal conduct.
This offense shall constitute a Class III or Class IV Felony.
Article 316 — Leadership of a Criminal Enterprise
A person commits this offense when they organize, direct, finance, command, or control an organized criminal enterprise.
This offense shall constitute a Class IV or Class V Felony.
Article 317 — Racketeering
A person commits Racketeering when they conduct, participate in, or profit from a pattern of serious criminal activity through an organized enterprise.
This offense shall constitute a Class IV or Class V Felony.
Article 318 — Obstruction of Justice
A person commits Obstruction of Justice when they knowingly interfere with a judicial proceeding, criminal investigation, lawful arrest, prosecution, sentence, or other lawful enforcement action.
This offense shall constitute a Class II, Class III, or Class IV offense depending upon severity.
Article 319 — Perjury
A person commits Perjury when they knowingly provide materially false testimony under oath or lawful affirmation during an official proceeding.
This offense shall constitute a Class II or Class III offense.
Article 320 — Witness Intimidation
A person commits this offense when they threaten, coerce, bribe, harass, injure, or otherwise improperly influence a witness, victim, juror, judge, prosecutor, or investigator.
This offense shall constitute a Class III or Class IV Felony.
Article 321 — Escape from Lawful Custody
A person commits this offense when they escape, attempt to escape, or knowingly assist another person in escaping lawful detention, imprisonment, or transport.
This offense shall constitute a Class II, Class III, or Class IV offense depending upon circumstances.
Article 322 — Disorderly Conduct
A person commits Disorderly Conduct when they intentionally engage in conduct likely to provoke violence, panic, serious disruption, or a substantial disturbance of public order.
This offense shall constitute a Class I or Class II offense.
Lawful criticism, peaceful assembly, political participation, and petitioning government shall not constitute Disorderly Conduct solely because such activity is unpopular or critical of public policy.
Article 323 — Unlawful Riot
A person commits this offense when they knowingly participate in a violent public disturbance involving multiple persons and resulting in injury, property damage, looting, intimidation, or substantial disruption of public order.
This offense shall constitute a Class III Felony.
Article 324 — Incitement to Riot
A person commits this offense when they knowingly organize, direct, encourage, or provoke an imminent unlawful riot.
This offense shall constitute a Class III or Class IV Felony.
Article 325 — Public Endangerment
A person commits Public Endangerment when they knowingly create a substantial and unjustifiable risk to the safety of the public through reckless or unlawful conduct.
This offense shall constitute a Class II, Class III, or Class IV offense depending upon the danger created and resulting harm.
Article 326 — Preservation of Public Order
The offenses established under this Book exist to preserve the peace, security, safety, and stability of Imperial society.
The maintenance of public order is a lawful and essential function of Imperial government. Such authority shall be exercised consistently with the Imperial Charter, due process, and the rights protected under Imperial Law.
