Book VI establishes the legal framework governing lawful commerce, customs, immigration, interstellar transportation, quarantine, and the movement of persons and goods throughout the Galactic Empire. The Empire recognizes that free and prosperous commerce depends upon secure hyperspace lanes, honest trade, and consistent regulation.

Article 501 — Freedom of Lawful Commerce
Lawful commerce throughout the Galactic Empire shall be protected. Citizens and lawful commercial enterprises may engage in trade except where restricted by Imperial Law.
Article 502 — Commercial Licensing
Businesses engaged in regulated industries shall obtain and maintain licenses as required by law.
Article 503 — Commercial Fraud
Knowingly conducting commercial activity through fraudulent licensing, false manifests, deceptive practices, or material misrepresentation is prohibited.
Article 504 — Customs Authority
Imperial customs authorities may inspect cargo, manifests, vessels, and commercial records entering or departing Imperial jurisdiction in accordance with law.
Article 505 — Cargo Documentation
Commercial shipments shall carry accurate manifests identifying ownership, origin, destination, and cargo.
Article 506 — Strategic Goods
The import, export, or transfer of strategic technologies, military materiel, restricted biological agents, kyber materials, and other controlled commodities shall be regulated by Imperial Law.
Article 507 — Trade Embargoes
No person shall knowingly violate trade embargoes, sanctions, or commercial restrictions lawfully imposed by the Empire.
Article 508 — Entry into Imperial Territory
Persons entering Imperial territory shall comply with immigration, customs, quarantine, and identification requirements established by law.
Article 509 — Residency
Lawful residents shall enjoy the protections afforded by Imperial Law while remaining subject to its obligations.
Article 510 — Fraudulent Immigration Documents
Knowingly forging, altering, or unlawfully using passports, travel permits, visas, residency certifications, or immigration records constitutes an offense.
Article 511 — Registration of Commercial Vessels
Commercial starships operating within Imperial jurisdiction shall be registered in accordance with law.
Article 512 — Navigation Safety
Operators of commercial and passenger vessels shall comply with lawful navigation, traffic control, and hyperspace safety regulations.
Article 513 — Dangerous Cargo
Hazardous materials shall be transported only in accordance with Imperial safety standards.
Article 514 — Quarantine Authority
The Empire may establish quarantines where reasonably necessary to protect public health, agriculture, ecosystems, or galactic security.
Article 515 — Biosecurity Violations
Knowingly violating lawful quarantine orders or introducing prohibited biological hazards constitutes a criminal offense.
Article 516 — Freedom of Movement
Freedom of movement throughout the Empire shall be respected except where lawfully restricted by quarantine, criminal sentence, emergency powers, customs regulation, or other lawful authority.
Article 517 — Orderly Commerce
The purpose of this Book is to ensure that commerce, travel, immigration, and transportation remain secure, efficient, and beneficial to the prosperity of the Galactic Empire.
