Imperial Proclamation

Twenty-two years have passed since the Imperial Ascension, when the Senate called upon Us to assume the Imperial Throne and the Galactic Empire was proclaimed. On that day, authority was not given as a prize. It was entrusted as a burden, with the expectation that the wounds of war and division would be answered by government capable of preserving peace, administering justice, and defending the common good.

The Empire did not arise to cast aside all that came before it. The Republic gave the galaxy law, representation, learning, commerce, and the hope that worlds separated by distance and custom might yet possess a common civic life. The Empire was established to preserve those achievements, to correct the failures that had endangered them, and to ensure that the institutions of government could no longer be paralysed when the lives and security of their people required action.

Across these twenty-two years, worlds have been rebuilt, hyperspace routes restored, institutions renewed, and frontiers reopened. Soldiers, sailors, pilots, Knights, judicial officers, public servants, scientists, healers, educators, workers, and citizens of every station have carried the work of reconstruction and guardianship far beyond the reach of any single throne or ministry.

We therefore begin this year not by praising power, but by recognizing service. The endurance of the Empire belongs to those who performed their duties when no celebration marked the labor, who obeyed the law when advantage invited its evasion, who protected strangers as readily as friends, and who understood that civilization is sustained by countless acts of discipline, courage, patience, and mercy.

We remember also those who did not live to see this day. The peace now enjoyed by many worlds was purchased by lives given in war, in rescue, in public service, and in defense of communities threatened by violence, piracy, slavery, corruption, and disorder. Their names and sacrifices remain part of the Imperial inheritance.

Yet an anniversary is not proof that every promise has been fulfilled. There remain injustices to correct, neglected worlds to serve, dangers to confront, and offices whose holders must be reminded that authority exists for the governed and not for the comfort of the governor. Complacency can weaken a state as surely as open rebellion. Corruption can betray it as surely as an enemy fleet.

Let every official therefore remember that an office is not a possession. It is a trust. Every commission, command, judgment, and public credit carries a portion of the authority of the Empire and must be exercised honestly, lawfully, and for the purpose for which it was given.

To the Imperial Senate, We ask for debate guided by responsibility rather than spectacle. To the ministries and territorial governments, We require administration that is firm without becoming indifferent and efficient without becoming unjust. To the courts and officers of justice, We reaffirm that order without law is merely force, and law without fair application is merely privilege.

To the Armed Forces, the Imperial Guard, the Imperial Order, the Judicial Forces, and all who stand watch over the safety of the Empire, We offer the gratitude of the Throne. Strength remains necessary in a dangerous galaxy, but the highest purpose of strength is not conquest for its own sake. It is the protection of peace, the rescue of the endangered, and the assurance that no citizen need face violence alone.

To every citizen and every world, We ask neither silence nor empty praise. We ask duty, candor, lawful conduct, and participation in the life of the Empire. A government worthy of loyalty must be willing to hear truth. A people worthy of liberty must be willing to bear responsibility.

NOW, THEREFORE, We, Draco Tanos, Emperor of the Galactic Empire, do proclaim the opening of the Twenty-Third Imperial Year. We call upon the peoples of the Empire to observe this Empire Day in remembrance of those who served before us, in gratitude for the peace and fellowship we possess, and in renewed dedication to the work that remains before us.

Let the coming year be marked by honest government, vigilant justice, renewed exploration, secure communities, and the continued strengthening of the bonds that unite the worlds of the Empire.
