The Imperial Senate

The Imperial Senate is the constitutional legislature of the Galactic Empire and one of the three great pillars of Imperial government alongside the Imperial Throne and the Imperial Judiciary. Established under Article III of the Imperial Charter, it represents every recognized Sector of the Empire while working in constitutional partnership with the Emperor to preserve peace, security, justice, order, and prosperity throughout the Galaxy.

Although every Act of the Senate requires the Imperial Assent of Emperor Draco Tanos before becoming law, the Senate alone possesses the authority to introduce, debate, amend, and pass legislation. In this manner the Senate serves as the representative voice of the Empire's citizens while the Throne safeguards the unity and continuity of the state.

Composition

The Imperial Senate is composed of one Senator elected from each recognized Sector of the Galactic Empire. The Empire presently recognizes 1,024 Sectors, though additional Sectors may be established by Imperial Law as exploration, colonization, or administrative necessity require.

Senators are elected through a weighted electoral system that prevents the largest Core Worlds from overwhelming the voices of frontier and developing systems. Corporate representation and appointed Senate seats were abolished following the establishment of the New Order, restoring the Senate as a chamber representing the citizens of the Empire rather than private interests.

Constitutional Responsibilities

In accordance with the Imperial Charter, the Senate enacts legislation, appropriates public funds, reviews the Imperial Budget, conducts oversight of Imperial ministries, ratifies treaties and appointments where required by law, and considers amendments to the Imperial Charter. Through debate, committee review, and public hearings, Senators ensure that every recognized Sector has a voice in Imperial government.

Leadership

The Senate is presided over by the Grand Vizier, who serves as Speaker of the Imperial Senate. The Speaker maintains parliamentary order, recognizes Senators, refers legislation to committee, and certifies measures passed by the Senate before they are presented to the Emperor for Imperial Assent.

The Oathkeeper

The Oathkeeper serves as Vice Chair of the Imperial Senate and is the guardian of its traditions, ceremonies, and parliamentary procedure. The office is responsible for administering oaths required by law, confirming quorums, recognizing speakers, maintaining decorum, and presiding whenever neither the Emperor nor the Grand Vizier is present.

Politically neutral, the Oathkeeper represents the continuity of the Senate itself, ensuring that every legislative session is conducted according to the Imperial Charter and the Standing Orders of the Imperial Senate.

Senate Investiture

Following each general election, newly elected Senators assemble in the Senate Rotunda for the Senate Investiture. Presided over by the Oathkeeper, the ceremony formally opens a new legislative session. Before taking their seats, every Senator swears the prescribed Oath of Loyalty, affirming faithful service to the Galactic Empire, the Imperial Charter, the Imperial Throne, and the citizens of the Sector they represent. Only then may a Senator exercise the powers and privileges of office.

Standing Committees

The majority of legislative work is performed through standing committees devoted to agriculture, commerce, defense, diplomacy, education, energy, finance, health, information, interior affairs, justice, science and technology, security, transportation, war, and other subjects established by the Standing Orders of the Senate.

Legislative Process

Legislation ordinarily proceeds through introduction, committee review, Senate debate, Senate vote, Imperial Assent, and promulgation as Imperial Law. This process ensures careful deliberation while preserving the constitutional partnership between the Senate and the Throne.

The Senate Rotunda

The Senate meets within the historic Senate Rotunda in the Federal District of Imperial City on Coruscant. The chamber retains the iconic architecture of the Republic while serving as the legislative heart of the New Order. Its Chancellor's Podium, senatorial repulsorpods, committee chambers, galleries, and ceremonial spaces remain enduring symbols of representative government under the Empire.

Tradition and Ceremony

The Senate preserves many traditions inherited from the Republic while adapting them to the constitutional ideals of the New Order. Senate Investiture, the administration of the Oath of Loyalty, the State Opening of the Senate, presentation of the Imperial Budget, the Emperor's Address to the Senate, and extraordinary sessions convened by the Throne all reinforce the dignity of the institution and its partnership with the Emperor.
