Imperial Proclamations are formal declarations issued in the name of the Emperor and the Imperial Throne. Through them, the sovereign announces matters of state, marks events of public importance, declares observances, recognizes service or achievement, and gives formal voice to the judgment or sentiment of the Throne.

A Proclamation carries the dignity and authority of the Imperial office, but is not presumed to possess the force of law merely by being proclaimed. Where a declaration also establishes a binding command or legal obligation, that effect must rest upon authority stated within the instrument, ordinarily through an accompanying Imperial Edict, an Act of the Empire, or a power expressly conferred by the Imperial Charter.

Purpose of a Proclamation

Proclamations provide the formal public voice of the Throne. They communicate the Emperor’s recognition, resolve, mourning, gratitude, warning, or celebration in a form intended for the Empire as a whole or for a defined people, territory, institution, service, community, or world.

A Proclamation explains or announces. An Edict commands. An Act establishes law through the Emperor with the advice and consent of the Imperial Senate.

Authority and Legal Effect

Every Proclamation is an official act of the Throne and shall be received with the respect due to that office. Its words may confirm facts, dates, statuses, honors, appointments, or observances that the Emperor is lawfully empowered to declare.

A Proclamation does not by itself create a general offence, levy a tax, appropriate funds, reorganize an Imperial institution, or impose a binding rule upon the citizenry unless the instrument expressly invokes an independent lawful authority sufficient for that purpose.

Issue and Publication

Proclamations are issued under the seal or other authenticated authority of the Throne and entered into the official record. Each published instrument bears a title, identifying number, date of issue, subject, status, and, where appropriate, the occasion to which it relates.

The online register is being assembled from authenticated records. Earlier Proclamations remain preserved in the Imperial Archives and will be added as their texts are prepared for publication.
