The Judicial Department, commonly known as the Judicial Forces, is the civil enforcement arm of the Imperial judiciary. It executes warrants, arrest orders, asset seizures, prisoner transfers, protective orders, and other lawful directives issued by Imperial courts. Descended from the Judicial Forces of the Galactic Republic, it remains institutionally separate from both the military and ministerial law-enforcement bodies.
Its purpose is not to replace local police, Imperial Intelligence, or the Imperial Security Bureau. The Judicial Forces exist to ensure that the orders of the courts can be carried out anywhere in the Empire, particularly when a matter crosses sector boundaries, involves Imperial jurisdiction, or exceeds the capacity or neutrality of local authorities.

Constitutional Role
The Judicial Forces serve the courts rather than the executive ministries. Their authority arises from judicial orders, statutes defining Imperial jurisdiction, and standing rules issued by the Supreme Court. They may not be employed for political intimidation, private enforcement, or ordinary military operations.
By maintaining a dedicated enforcement body, the judiciary is not forced to depend upon ministries, governors, or military commanders whose interests may be affected by a case. This independence is essential when a warrant concerns a powerful official, a sector government, a ministry, a military officer, or an organization capable of resisting local law enforcement.
Command and Accountability
The Judicial Forces are led by the Chief Judicial Officer, the senior operational officer of the Department. The Chief Judicial Officer is responsible for force-wide standards, readiness, appointments, discipline, deployment policy, and compliance with Supreme Court directives.
The office is accountable to the Supreme Court rather than to the Ministry of Justice. The Ministry may coordinate policy, prosecution, corrections, and legal administration, but it does not command Judicial Forces operations or interfere with the execution of a warrant.
Regional and sector commands are supervised by senior Judicial officers, while precinct commanders direct day-to-day operations on individual worlds and stations.
Jurisdiction
Judicial Forces jurisdiction is triggered by lawful court authority. Officers may act throughout the Empire when executing an Imperial warrant, protecting a court, transporting a prisoner, preserving evidence, or assisting an investigation formally placed under judicial supervision.
- Imperial warrants: arrest and search warrants issued by competent Imperial courts.
- Inter-sector matters: cases crossing the jurisdiction of multiple sector or planetary authorities.
- Judicial protection: security for judges, witnesses, juries, court personnel, and threatened proceedings.
- Fugitive recovery: pursuit and apprehension of persons evading lawful judgment.
- Asset enforcement: seizure, preservation, or transfer of property ordered by a court.
- Prisoner transport: secure movement of accused and convicted persons between jurisdictions.
Duties and Operations
The Judicial Forces execute court orders, secure judicial facilities, escort protected persons, preserve evidence, and ensure the physical continuity of legal proceedings. Their missions range from routine service of process to high-risk fugitive apprehension and the recovery of assets concealed across multiple systems.
Officers may establish temporary security zones around courts, crime scenes, transport routes, and judicial operations. They may detain persons named in warrants, disarm individuals presenting an immediate threat, and require assistance from local authorities when authorized by law.
Judicial missions are documented and subject to later review. Officers must be able to demonstrate the legal basis for entry, seizure, arrest, or use of force.
Organization
The Department is organized into regional commands, sector commands, planetary precincts, mobile enforcement groups, and specialized service divisions.
- Warrant Enforcement Division: executes arrest and search warrants.
- Fugitive Recovery Division: tracks and apprehends fugitives across sector boundaries.
- Court Security Division: protects courthouses, judges, juries, and proceedings.
- Witness Protection Service: relocates and safeguards threatened witnesses.
- Asset Recovery Division: identifies, seizes, and preserves property under judicial order.
- Prisoner Transport Service: conducts secure transfers between courts, detention facilities, and correctional institutions.
- Judicial Fleet Command: operates cruisers, transports, and mobile court-support vessels.
Investigative Authority
The Judicial Forces may conduct investigations where specifically authorized by a court or where necessary to locate a person, property, or evidence named in a judicial order. This authority is narrower than the general intelligence mandates of Imperial Intelligence or the ISB.
Judicial investigators gather evidence for court-supervised matters, verify compliance with orders, trace fugitives, and examine attempts to obstruct proceedings. They do not conduct unrestricted political surveillance or broad security operations.
Where an investigation expands beyond the original warrant, officers must obtain additional judicial authorization unless immediate action is necessary to protect life or prevent the destruction of evidence.
Due Process and Restraint
Judicial officers are trained to use the minimum force reasonably necessary to execute the law. Arrested persons are informed of the authority under which they are detained, provided access to counsel as required, and brought before a competent court without unnecessary delay.
Searches and seizures must remain within the scope of the warrant. Evidence obtained unlawfully may be excluded, and officers who deliberately exceed their authority may face discipline, dismissal, or prosecution.
The Department's culture emphasizes precision, documentation, and restraint. Its legitimacy depends upon public confidence that judicial power is exercised according to law rather than personal discretion.
Coordination with Local Authorities
Local planetary and sector police retain primary responsibility for ordinary law enforcement within their jurisdictions. The Judicial Forces intervene when requested by a court, when an Imperial warrant requires execution, or when local authorities are unable or unwilling to act lawfully.
Judicial officers normally coordinate with local commanders and seek voluntary cooperation. However, a local government may not nullify or obstruct a lawful Imperial court order. Where resistance occurs, the Judicial Forces may request assistance from additional Imperial authorities while preserving judicial control of the operation.
Judicial Fleet and Facilities
The Judicial Forces maintain precincts on major worlds, secure detention facilities, evidence repositories, training academies, and a fleet of armed cruisers and transports. Judicial cruisers support interstellar warrant service, prisoner transport, fugitive pursuit, and mobile command operations.
The Consular-class Armed Cruiser remains closely associated with the Department, reflecting its origins in the Republic Judicial Forces. Modern vessels are equipped for secure detention, legal communications, evidence storage, medical support, and coordinated deployment of enforcement teams.
Uniforms and Equipment
Judicial officers wear Imperial-cut navy blue uniforms with silver accents and the crest of the Judicial Department. Operational personnel may use protective armor, sealed helmets, and mission-specific equipment while retaining the Department's distinctive identity.
Standard equipment includes blaster pistols, stun batons, restraint devices, riot shields, scanners, evidence kits, and secure communications. Specialized teams may carry heavier weapons, breaching tools, or protective systems appropriate to high-risk warrants.
The Department's arms are intended to enforce lawful authority with restraint and precision. Officers are not soldiers, and their equipment reflects the need to arrest, protect, preserve evidence, and bring accused persons before a court.
