Imperial Enforcement DataCore

The Imperial Enforcement DataCore is the common law-enforcement information system of the Galactic Empire. It records and distributes warrants, criminal histories, stolen-property reports, missing-person notices, forensic alerts, vessel and transponder warnings, and other authorized enforcement information needed across planetary and sector boundaries.

The DataCore is maintained continuously by the Criminal Records Bureau of the Imperial Office of Criminal Investigations within the Ministry of Security. It is not a quarterly publication, a court, or a declaration of guilt. Every record identifies its issuing authority, legal status, evidentiary character and date of review so that intelligence, investigative interest, arrest authority and judicial findings remain distinct.

Authority and Administration

IOCI administers the DataCore as the Empire-wide exchange for criminal and enforcement records. The Criminal Records Bureau maintains the central index, verifies the identity and authority of submitting agencies, preserves access and alteration logs, and operates secured redundant nodes so that lawful enforcement work may continue during local disruption.

Planetary, municipal and sector agencies retain ownership of their original records. Their participation permits a lawful warrant, missing-person notice or stolen-vessel alert issued in one jurisdiction to be recognized quickly in another. IOCI may add Imperial notices within its jurisdiction and may coordinate an intersector record where several agencies are investigating the same enterprise.

The DataCore does not create judicial authority. Courts issue, amend, seal and withdraw judicial warrants. IOCI and other competent agencies enter those instruments into the system, confirm their continuing validity and record their execution or return.

Records and Legal Status

A DataCore record must identify whether it constitutes a judicial warrant, an administrative alert, a criminal-intelligence notice, a missing-person record, a stolen-property report, a forensic bulletin or another authorized classification. Unverified information may be retained for lawful investigative purposes but may not be represented as a judgment or independent authority for arrest.

The Criminal Records Bureau corrects materially inaccurate entries, restricts or seals records when ordered by a court or required by law, and preserves an audit history of every substantive alteration. An agency that originated a record remains responsible for its accuracy and must notify the Bureau when the legal basis for an entry changes.

Designation of an organization identifies a continuing enforcement priority. It does not eliminate the requirement to establish the conduct, knowledge and legal responsibility of an individual suspect. Lawful political belief, ancestry, residence, employment or incidental association does not by itself constitute participation in a criminal or terrorist organization.

Access and Authorized Use

Imperial officers and participating local agencies receive access according to duty, jurisdiction and operational need. Prosecutors and courts may review the records necessary to determine charges, warrants, disclosure questions and other matters before them. Classified or protected information remains compartmented even where a public notice or ordinary warrant is visible.

Holders of a valid Imperial Peace-Keeping Certificate, including licensed bounty hunters, may receive limited access to designated warrants, rewards, target cautions and jurisdictional instructions. A certificate does not make its holder an Imperial officer and confers no authority beyond the commission recorded in the system.

Authorized posting agencies and public access terminals may provide limited searches for a standard fee of fifteen credits per hour or twenty-five credits for a full day. Searches, downloads, amendments and target confirmations are logged. Unauthorized access, record alteration, disclosure of protected information or use of the DataCore to obstruct an investigation is subject to prosecution.

Institutional Coordination

The Ministry of Security investigates ordinary and organized crime, apprehends fugitives and administers the DataCore through IOCI. The Ministry of Justice determines charges and conducts Imperial prosecutions. The Judiciary issues warrants, adjudicates cases and orders records sealed or corrected. The Ministry of Corrections receives persons committed by lawful sentence.

The Imperial Security Bureau is an organ of COMPNOR and is not subordinate to the Ministry of Security. ISB may originate or restrict DataCore information relating to terrorism, espionage, sabotage, political violence, subversion and other threats directed against the state. Where criminal and state-security jurisdictions overlap, ISB and IOCI may establish a joint record, exchange liaison officers or form a common task force. Neither organization may use the DataCore to evade lawful prosecution, conceal exculpatory evidence or transform unverified intelligence into a judicial finding.

The Imperial Inspectorate may audit institutional compliance, record handling and administrative integrity within its lawful remit. Such review does not transfer operational control of the DataCore away from IOCI.

Warrants Beyond Imperial Territory

An Imperial warrant is not cancelled when its subject crosses into Hutt Space or another territory beyond ordinary Imperial administration. The warrant remains enforceable upon return to Imperial jurisdiction and may support extradition, interdiction or cross-border pursuit as permitted by law and the hunter’s recorded commission.

Licensed agents operating beyond Imperial territory must observe the conditions of their Peace-Keeping Certificate and any instructions entered by the Ministries of Security or Diplomacy. A foreign protest does not void the underlying warrant, although it may affect the means by which an arrest, transfer or recovery operation is conducted.

Public Standing Notices

The following notices identify current organizations and criminal enterprises for which IOCI or a cooperating authority seeks actionable information. Rewards apply to information leading to lawful identification, apprehension, victim recovery, seizure of criminal assets or disruption of the conduct specified in the notice. They are not rewards for rumor, private retaliation or violence against a person merely alleged to be associated with a listed organization.

Operational caution: The existence of Pyke links is established as an investigative matter. This notice does not constitute a finding that every Pyke affiliate participated in, or possessed knowledge of, the assassination.

The so-called True Sons of the Republic are a small but persistent network of former Republic personnel, military deserters and armed ideological adherents who reject the lawful Imperial settlement. Early cells seized military vessels, murdered or incapacitated commanding officers who remained loyal to the Empire and participated in the First Anniversary uprising in orbit of Coruscant, where they attempted to assist rogue Jedi in removing Jedi younglings from lawful protective custody.

Operational caution: Members may retain military training, valid-looking Republic credentials, stolen transponder codes and access to concealed war materiel. Information concerning active cells, safe harbors, financiers, recruiters, stolen vessels or material supporters should be reported immediately.

Information is sought concerning Cartel commanders, boarding parties, support crews, safe harbors, ransom brokers, captured vessels and facilities used to confine hostages or dispose of stolen cargo.

Operational caution: Sundance boarding crews are considered heavily armed and willing to kill hostages when challenged or denied payment. Priority shall be given to the preservation of passengers and crew, identification of detention sites and recovery of seized vessels.

Operational caution: The age and loose structure of the Exchange have produced numerous imitators and false claims of affiliation. Identification must rest upon corroborated operational evidence.

Operational caution: A private contract is not an Imperial warrant. Only warrants and commissions verified through the DataCore confer recognition under Imperial law.

Operational caution: This designation applies to criminal enterprises and their knowing participants. It does not apply to Zygerrian citizens, communities or lawful businesses by reason of origin alone.

Additional Enforcement Priorities

Supplementary regional notices remain active for the Crymorah Syndicate, Tenloss Syndicate, identified pirate flotillas, organized smuggling networks, suppliers of proscribed insurgent groups and particular Hutt kajidics or commercial fronts named under valid Imperial process.

Information and Reward Conditions

Amounts displayed as “up to” are maximum awards. The final sum is determined according to the importance, accuracy, originality and operational effect of the information supplied. A maximum award ordinarily requires information leading directly to the lawful apprehension of senior organizers, recovery of endangered victims, seizure of major criminal assets or resolution of the principal offense identified in the notice.

Rewards are payable only after verification by the coordinating authority. No payment is owed for fabricated evidence, information obtained through an independent criminal offense, conduct exceeding a recorded commission, or the killing of a subject where the warrant requires apprehension. Fixed rewards for named fugitives, vessels or property are governed by the terms of the individual record.
