The Grand Vizier is the Head of Government of the Galactic Empire and the principal minister of the Imperial Throne. Appointed directly by the Emperor and serving at the Emperor’s pleasure, the Grand Vizier is entrusted with the daily administration of the Imperial Government, the coordination of its ministries, the orderly conduct of the Imperial Senate, and the faithful execution of Imperial policy throughout the galaxy.

The office does not possess sovereignty independent of the Throne. The Emperor remains Head of State and Supreme Executive Authority, while the Grand Vizier serves as steward of the machinery of government. In practical terms, the Emperor determines the direction of the Empire; the Grand Vizier ensures that its government moves in that direction.

Office of the Grand Vizier

The Office of the Grand Vizier stands at the center of Imperial civil government. It joins three responsibilities that were once distributed among several Republican offices: executive administration, legislative stewardship, and coordination of the highest councils of state. The Grand Vizier therefore serves simultaneously as the Emperor’s principal minister, Head of Government, Speaker of the Imperial Senate, and presiding officer of the Imperial Ruling Council when the Emperor is not in the chair.

The office is not a premiership derived from a legislative majority. The Grand Vizier neither depends upon the confidence of the Senate nor governs in the Senate’s name. All authority of the office is delegated by the Emperor under the Imperial Charter and may be enlarged, limited, or withdrawn by the Throne. Nevertheless, within that delegated sphere, the Grand Vizier possesses broad authority to direct administration, coordinate policy, and require accountability from the ministries and civil service.

The office preserves an important principle of the New Order: authority must be joined to stewardship. The Grand Vizier is expected to govern without personal ambition, to treat public office as a trust, and to ensure that the institutions of the Empire serve the Throne, the Charter, and the people rather than the interests of individual officeholders.

Constitutional Authority

The constitutional authority of the Grand Vizier derives from the Imperial Charter, the Emperor’s Instrument of Appointment, Imperial Edicts, and standing delegations issued by the Throne. The office is the ordinary channel through which the Emperor’s executive policy is communicated to the ministries and transformed into coordinated governmental action.

Within the limits of delegated authority, the Grand Vizier may issue administrative directives, establish interministerial priorities, summon ministers and senior officials, require reports, coordinate the preparation of legislation, and supervise implementation across the civil government. Such directives may organize and administer the government, but they may not contradict the Imperial Charter, an Imperial Edict, or a law granted Imperial Assent.

The Grand Vizier acts in the Emperor’s name but never in place of the Imperial Throne as a source of sovereign authority. Questions reserved by the Charter to the Emperor, including Imperial Assent, the issuance of Imperial Edicts, the appointment of certain high officers, and the exercise of supreme command, remain with the Emperor unless a lawful Regency is in effect.

Duties and Responsibilities

Direction of Government

The Grand Vizier directs the day-to-day work of the Imperial Government. The office coordinates the ministries, resolves disputes of jurisdiction, establishes common administrative priorities, and ensures that the decisions of the Emperor and the Imperial Ruling Council are carried into effect. Ministers remain responsible for their own departments, but they are expected to keep the Grand Vizier informed and to cooperate with government-wide directives.

Policy Coordination

Major proposals affecting more than one ministry are reviewed through the Office of the Grand Vizier before presentation to the Emperor or the Imperial Ruling Council. This process is intended to identify conflicts, measure administrative and fiscal consequences, and prevent one department from acting without regard for the wider needs of the Empire.

Legislative Affairs

The Grand Vizier communicates the legislative priorities of the Throne, coordinates the presentation of government measures, and ensures that legislation passed by the Imperial Senate is properly certified and submitted for Imperial Assent. The office may return incomplete or procedurally defective measures to the Senate, but it may not grant or refuse Imperial Assent on the Emperor’s behalf.

Diplomatic and Ceremonial Duties

At the Emperor’s direction, the Grand Vizier may receive ambassadors, represent the Imperial Government in formal negotiations, sign instruments within delegated authority, and preside over major state ceremonies. The Ministry of Diplomacy conducts ordinary foreign relations, while the Grand Vizier provides executive coordination and may represent the Throne when the Emperor does not attend personally.

Oversight and Accountability

The Grand Vizier is charged with maintaining the integrity and efficiency of the civil government. Ministers, governors, and senior administrators may be required to account for their conduct before the Grand Vizier or the Ruling Council. Evidence of corruption, abuse of office, or serious maladministration is referred to the competent investigative and judicial authorities rather than concealed as an internal political matter.

Speaker of the Imperial Senate

The Grand Vizier serves ex officio as Speaker and Chair of the Imperial Senate. This legislative office preserves the institutional heritage of the presiding officers of the Galactic Senate while adapting that tradition to the constitutional structure of the Empire.

As Speaker, the Grand Vizier opens and closes sessions, recognizes Senators, maintains order, rules on procedure, certifies votes, and ensures that measures are transmitted in proper form. Although appointed by and answerable to the Emperor, the Grand Vizier is expected to conduct the proceedings of the Senate with dignity, consistency, and fidelity to the Imperial Charter. Recognized Senators are to be heard in accordance with the rules even when they oppose a government measure.

The Speaker may guide the legislative agenda and communicate the priorities of the Throne, but does not erase the deliberative character of the Senate. Debate, committee review, amendment, and recorded voting remain essential to the Senate’s constitutional purpose. The Grand Vizier’s task is to make that process orderly, productive, and worthy of an institution representing the sectors of the Empire.

Imperial Ruling Council

The Grand Vizier is the ordinary chair of the Imperial Ruling Council whenever the Emperor is not presiding personally. In this capacity, the Grand Vizier prepares the agenda, calls for reports, directs discussion, records decisions, and assigns responsibility for implementation.

The Emperor commonly attends meetings of the Council while present on Coruscant, but may choose to listen rather than dominate proceedings. When the Emperor intervenes, the Grand Vizier redirects the discussion as required and ensures that the Emperor’s decision is translated into clear instructions. When the Emperor is absent, the Grand Vizier conducts the Council under standing Imperial policy and refers matters beyond delegated authority to the Throne.

The Grand Vizier does not outrank the Emperor’s constitutional authority, nor does chairing the Council place every member personally under the Grand Vizier in all matters. Rather, the office provides unity of process among ministers, Grand Moffs, military leaders, and other high officers whose responsibilities frequently overlap.

Appointment, Tenure, and Regency

The Grand Vizier is appointed solely by the Emperor through a formal Instrument of Appointment. Senate confirmation is not required. The appointee assumes the full powers of the office upon taking the oath and receiving the Speaker’s Staff from the Emperor during investiture.

The Grand Vizier serves at the Emperor’s pleasure and may be removed, replaced, or permitted to resign at any time. Because the office depends upon the personal and constitutional confidence of the Throne, no fixed term is imposed. A departing Grand Vizier is required to return the Speaker’s Staff, official seals, records, and instruments of authority to the Imperial Palace.

During a lawful Regency arising from the Emperor’s incapacity, prolonged absence, or the minority of an heir, the Grand Vizier governs in concert with the Imperial Ruling Council until the Regency ends or the succession is completed. Regency authority is custodial rather than sovereign: its purpose is to preserve continuity, maintain lawful government, and protect the rights of the Imperial Throne.

Office and Secretariat

The permanent Office of the Grand Vizier is headquartered within the Imperial Palace, formally known as the Imperial Executive Building, in Imperial City on Coruscant. The building also contains the Grand Vizier’s official residence, executive offices, audience rooms, conference chambers, and secure facilities for the coordination of government.

The Office supports the Grand Vizier through a professional secretariat organized around several principal functions:

  • Executive Secretariat: manages correspondence, records, scheduling, decisions, and communications issued in the Grand Vizier’s name.
  • Ministry Coordination Bureau: reviews interministerial policy and tracks implementation of decisions made by the Emperor, Grand Vizier, and Ruling Council.
  • Office of Legislative Affairs: maintains relations with Senators and committees, prepares government legislation, and manages transmission of measures for Imperial Assent.
  • Council Secretariat: prepares meetings of the Imperial Ruling Council, circulates briefing materials, and records assignments and decisions.
  • Office of Intergovernmental Affairs: coordinates executive relations with Moffs, Grand Moffs, sector administrations, and other territorial authorities.
  • Protocol and Ceremonial Office: arranges audiences, investitures, state occasions, diplomatic ceremonies, and the custody of the symbols of office.

The staff of the Office serves the institution rather than the individual Grand Vizier. Career officials remain in place across changes of officeholder to preserve continuity, records, and administrative competence.

Symbols of Office

The Speaker’s Staff

The principal symbol of the Grand Vizier is the Speaker’s Staff, an ancient ceremonial staff inherited from the presiding officers of the Galactic Senate. Its form is based upon the staff carried by the Republic’s Vice Chair, or Speaker, as a visible sign of authority over senatorial debate. The staff is traditionally fashioned with a carved shaft and crowned by the figure of Sistros, one of the Four Sages of Dwartii.

Under the Empire, the Staff symbolizes both sides of the Grand Vizier’s office: stewardship of the Imperial Government and guardianship of the Senate’s proceedings. It is carried during investitures, openings of the Senate, certain state ceremonies, and occasions on which the Grand Vizier formally represents the authority of the office.

Rank Insignia

The head of the Speaker’s Staff is reproduced as the distinctive rank insignia of the Grand Vizier. The device identifies its bearer not merely by grade, but by office. It links the Grand Vizier’s executive authority to the same historic symbol carried while presiding over the Senate.

Custody of the Staff

The Speaker’s Staff belongs to the Office of the Grand Vizier and is held in trust by the current officeholder. It is not personal property and may not be retained after resignation, dismissal, retirement, or death. Between officeholders, the Staff is returned to the Imperial Palace and kept under the joint custody of the Imperial Household and the Protocol and Ceremonial Office.

Sistros and the Four Sages of Dwartii

The figure of Sistros links the office to one of the oldest and most contested intellectual traditions of galactic government. The Four Sages of Dwartii were remembered as ancient lawgivers and philosophers whose ideas continued to influence political thought long after their own age. Their presence in Imperial ceremonial art is treated not as uncritical endorsement of every teaching attributed to them, but as a reminder that government must continually wrestle with authority, law, order, and the proper exercise of power.

Within the Office of the Grand Vizier, Sistros is most closely associated with disciplined debate and the danger of rhetoric divorced from responsibility. The image atop the Staff therefore serves as both an emblem and a warning: words spoken in the Senate can direct the fate of worlds, and the officer who governs debate must preserve order without extinguishing reasoned counsel.

Investiture of the Grand Vizier

The investiture of a Grand Vizier joins an Imperial appointment to the ancient parliamentary traditions of the Senate. The ceremony begins with the Emperor’s execution of the Instrument of Appointment within the Imperial Palace. The appointee then takes the oath of office before the Emperor and assembled witnesses.

Following the oath, the Speaker’s Staff is brought forward from ceremonial custody and placed by the Emperor into the hands of the new Grand Vizier. The presentation formally entrusts the officeholder with the stewardship of government and the chair of the Imperial Senate.

“Receive the Staff of the Speaker, the symbol of your office. Bear it with wisdom, administer it with justice, and wield its authority in faithful service to the Imperial Throne and the people of the Empire.”

The newly invested Grand Vizier then proceeds to the Senate Rotunda, escorted by officers of state. Before the assembled Senators, the Grand Vizier ascends the Speaker’s rostrum, displays the Staff, and formally calls the Senate to order for the first time. In this sequence, the Emperor confers the office, the Staff embodies its continuity, and the Senate witnesses the assumption of its presiding officer.
