The Senate Guard

The Senate Guard is the permanent ceremonial, protective, and security service of the Imperial Senate. Descended directly from the guard formations of the Galactic Republic, it preserves one of the oldest continuous institutions of galactic government. Its officers protect the Senate Rotunda, safeguard senators and accredited delegations, enforce order within the legislative precinct, and uphold the dignity of proceedings conducted under the authority of the Imperial Charter.

Although the Imperial Senate serves beneath the Throne, it remains a constitutional institution of the Empire. The continued existence of its own guard is therefore more than ceremonial. The Senate Guard represents the security and independence necessary for senators to debate, petition, advise, and carry out their lawful duties without intimidation, disorder, or external interference.

Constitutional Role

The Senate Guard exists to preserve the security, continuity, and lawful functioning of the Imperial Senate. Its jurisdiction extends throughout the Senate Rotunda, the surrounding Senate district, designated senatorial residences, official reception facilities, and any temporary site formally placed under Senate protection.

Within those areas, the Guard is responsible for maintaining public order, regulating access, protecting members of the Senate, securing official records and chambers, and responding to threats against the institution. Its authority is protective rather than political. Senate Guard personnel do not interfere with debate, voting, or lawful political activity except where immediate action is necessary to prevent violence, coercion, sabotage, or disruption of proceedings.

The Guard answers institutionally to the Grand Vizier in the latter's capacity as Speaker of the Imperial Senate. Operational command is exercised by the Captain of the Senate Guard, who is responsible for readiness, discipline, deployment, and coordination with other Imperial security bodies.

History and Reform

The Senate Guard predates the Empire and served for centuries as the visible shield of the Galactic Senate. Its blue armor, crested helmets, ceremonial force pikes, and rigid discipline became symbols of the Republic itself. During periods of peace, the Guard was often perceived primarily as an honor guard, but its underlying responsibilities always included close protection, chamber security, crowd control, and emergency response.

Following the transition from Republic to Empire, Emperor Draco Tanos retained the Senate Guard rather than dissolving it. The decision affirmed that the Senate would continue as a recognized constitutional body within the New Order. The Guard was subsequently reorganized, professionalized, and placed under stricter standards of merit, discipline, and institutional loyalty.

The reforms abolished reliance upon patronage and ceremonial appointment. Selection became competitive, training was expanded, and the Guard's protective and investigative capabilities were strengthened. At the same time, its traditional appearance and formal customs were deliberately preserved, linking the Imperial Senate to the oldest lawful traditions of galactic governance.

Authority and Command

The Captain of the Senate Guard is the senior officer of the service and serves as principal security adviser to the Grand Vizier on matters involving the Senate precinct. The Captain directs all Senate Guard formations, approves protective assignments, maintains operational liaison with Coruscant authorities, and commands the response to emergencies affecting the Senate.

Beneath the Captain, the Guard is divided into standing watches, ceremonial details, protective units, tactical response elements, and security-investigative sections. Senior officers supervise individual districts, chambers, access corridors, landing facilities, delegation routes, and residential protections.

During ordinary proceedings, the Guard retains primary jurisdiction within the Senate complex. In a wider emergency, it may operate jointly with Coruscant security forces, the Imperial Security Bureau, Imperial Intelligence, Judicial authorities, or the Imperial Guard, depending upon the nature of the threat.

Organization

The Senate Guard

The regular Senate Guard forms the ceremonial and protective core of the service. Guardsmen maintain posts throughout the Rotunda, control entry to restricted galleries and chambers, escort senators and dignitaries, secure official sessions, and provide visible reassurance during major state occasions.

Regular guardsmen are trained to resolve disturbances with restraint and precision. They are expected to distinguish between protest, disorder, political confrontation, and genuine security threats without compromising the dignity of the Senate or the safety of those present.

Senate Commandos

The Senate Commandos are the combat-oriented elite of the Senate Guard. They are assigned to high-risk protection, tactical intervention, emergency extraction, counter-assault operations, and the defense of senatorial delegations operating in unstable environments.

Commandos are selected from among the most capable personnel in the Senate Guard and from qualified veterans of the Imperial military and security services. Their training emphasizes marksmanship, close-quarters combat, breaching, protective movement, landing-zone security, and coordinated response to armed attack.

They accompany senatorial missions to contested worlds, reinforce threatened facilities, secure evacuation routes, and provide an immediate strike capability when a danger exceeds the capacity of ordinary protective details. Under the New Order, former clone shocktroopers and elite stormtroopers have contributed heavily to the Commandos' doctrine and tactical culture.

Senate Security

Senate Security is the investigative, intelligence, and day-to-day protective branch of the Senate Guard. Its personnel conduct threat assessments, review access credentials, investigate suspicious activity, screen visitors and contractors, monitor protected facilities, and maintain liaison with Imperial and Coruscant security organizations.

Senate Security officers are chosen for discretion, observational ability, investigative judgment, and familiarity with senatorial procedure. Their work is often deliberately unobtrusive. Whereas the armored Guard provides visible protection, Senate Security identifies emerging risks before they become open threats.

The branch also supports protective planning for senatorial travel, examines threats directed against individual senators, and oversees the technical security of offices, galleries, archives, communications rooms, and private conference spaces.

Duties and Responsibilities

The Senate Guard's principal duties include the protection of the Imperial Senate as an institution, the safety of senators and recognized officials, the security of the Senate Rotunda, and the orderly conduct of proceedings. Guardsmen control access to restricted areas, escort members through secured routes, maintain watch over galleries and entrances, and respond to disturbances within the chamber.

The Guard also protects visiting delegations, accredited diplomats, witnesses appearing before committees, and officials temporarily placed under senatorial protection. Protective details may accompany senators beyond Coruscant when travel is undertaken in an official capacity or when a specific threat has been identified.

In an emergency, Senate Guard units conduct evacuations, establish defensive corridors, secure landing platforms, isolate threatened areas, preserve evidence, and maintain continuity of government until the Senate can resume its functions. Tactical command remains with the Captain unless broader Imperial authority is formally invoked.

Recruitment and Training

Service in the Senate Guard is based upon merit, discipline, and demonstrated reliability. Candidates may be drawn from the Imperial military, law-enforcement services, security organizations, or directly from civilian applicants who meet the Guard's exacting standards.

Selection includes physical testing, psychological evaluation, background investigation, marksmanship assessment, and examination of the candidate's judgment under pressure. Political patronage, senatorial sponsorship, and social status do not substitute for qualification.

Training covers close protection, ceremonial drill, force-pike handling, non-lethal restraint, emergency medicine, crowd management, firearms proficiency, protective formations, legal authority within the Senate precinct, and the protocols governing contact with senators, ministers, diplomats, and the Imperial Household.

Commandos receive advanced tactical instruction, while Senate Security personnel undertake additional study in surveillance, investigation, threat analysis, technical security, and intelligence coordination.

Uniforms and Equipment

The traditional blue armor of the Senate Guard remains one of the most recognizable uniforms in the Empire. Its polished plates, enclosed crested helmet, long ceremonial robes, and formal force pike preserve the visual continuity of the old Republic while serving the constitutional order of the Empire.

Standard guardsmen carry force pikes, compact blasters, and restraint equipment suited to operations in crowded governmental spaces. Non-lethal capability is emphasized whenever circumstances permit, though guardsmen remain fully authorized to use lethal force when necessary to protect life or prevent the seizure of the Senate.

Senate Commandos wear reinforced armor with additional plating, integrated communications, tactical sensors, and mission-specific equipment. Their weapons may include heavy blaster rifles, carbines, breaching tools, vibroblades, and controlled explosive devices.

Senate Security officers normally wear lighter armor or formal blue uniforms designed to permit discreet movement through offices, galleries, and public areas. Concealed sidearms, scanners, recording equipment, and secure communications are standard.

Relationship with the Imperial Guard

The Senate Guard and the Imperial Guard perform related but constitutionally distinct functions. The Senate Guard protects the Senate; the Imperial Guard protects the Throne, the Emperor, the Imperial Household, and the central institutions of sovereign authority.

When the Emperor enters the Senate Rotunda, the Imperial Guard assumes responsibility for the Emperor's immediate person and household. The Senate Guard continues to secure the chamber, the senatorial membership, the galleries, and the wider precinct. Both forces operate under coordinated plans, but neither is treated as an ordinary subdivision of the other.

This division prevents confusion of authority. The Senate Guard remains the Senate's permanent institutional shield, while the Imperial Guard remains the personal and constitutional guard of the Throne.

Ceremonial Traditions

The Senate Guard occupies a prominent role in the public ceremonies of the Empire. Guardsmen line the Rotunda during the opening of the senatorial term, Imperial addresses, Investiture Week, state funerals, formal proclamations, and the reception of foreign delegations.

Its ceremonial discipline is not merely decorative. Drill, posture, silence, and exact movement embody the principle that lawful government is protected by service rather than spectacle. The blue armor of the Guard therefore remains both a practical uniform and a living symbol of continuity from Republic to Empire.

Through its regular guardsmen, Commandos, and Security officers, the Senate Guard ensures that the Imperial Senate may continue its work in safety, dignity, and order beneath the authority of the Throne.
