Ministry of Interior

The Ministry of the Interior is the principal civil-administration ministry of the Galactic Empire. It binds the Empire's worlds together through territorial governance, customs administration, citizenship and immigration services, population records, environmental stewardship, civil emergency coordination and common standards of local government.

Where the Ministry of War defends the Empire, the Ministry of Justice administers the law and the Ministry of Security protects the state from organized threats, Interior ensures that the ordinary machinery of civilization continues to function. Its officers register citizens, support governors, inspect ports, maintain official maps, coordinate disaster relief, preserve public lands and ensure that planetary administrations remain capable of serving their populations.

The Ministry was reorganized at the foundation of the Empire to replace the fragmented and frequently contradictory civil agencies of the late Republic. It does not seek to erase the traditions of individual worlds. Rather, it establishes a reliable administrative framework within which planetary, sector and oversector governments may exercise their lawful authority while remaining connected to the institutions of the Imperial state.

Constitutional Authority

The Ministry acts under the authority of the Emperor and the Imperial Ruling Council. The Minister of the Interior is the senior civil officer responsible for the internal administration of Imperial territory and advises the government upon regional governance, migration, civil preparedness, environmental conditions and the administrative capacity of the Empire's worlds.

The Ministry's authority extends throughout Imperial territory, but is exercised according to the constitutional division of responsibility between the central government, oversectors, sectors, systems and planetary administrations. Interior sets common standards, supervises Imperial agencies and may intervene where a local administration has failed, but it does not ordinarily replace lawful local government.

Extraordinary powers may be exercised during natural catastrophe, administrative collapse, mass displacement or other civil emergency. Such authority is temporary, must be proportionate to the emergency and is transferred back to ordinary government as soon as viable administration has been restored.

Mission and Administrative Doctrine

The Ministry's mission is to ensure that every Imperial world possesses a functioning civil administration capable of maintaining records, delivering essential services, enforcing lawful regulations and communicating effectively with higher levels of government.

Imperial civil administration follows three principles. The first is subsidiarity: matters should be handled at the lowest level of government able to resolve them competently. The second is uniform reliability: citizens and institutions must be able to depend upon certain basic standards wherever they travel within the Empire. The third is administrative continuity: government must remain capable of acting during war, disaster, succession, communications failure or local political crisis.

The Ministry therefore seeks neither excessive centralization nor administrative neglect. It establishes common systems where the Empire requires consistency, preserves local autonomy where diversity poses no obstacle to good government and intervenes where corruption, incapacity or disaster threatens the population.

Interior also serves as the principal liaison between the central ministries and regional government. When a policy must be implemented across thousands of distinct jurisdictions, the Ministry translates that policy into practical administrative guidance and ensures that local authorities possess the personnel, records and technical support necessary to carry it out.

Territorial Administration

The Bureau of Territorial Administration maintains the civil framework through which the Empire's territories are governed. It records jurisdictional boundaries, confirms the lawful appointment of regional officials, reviews administrative performance and provides technical assistance to planetary and sector governments.

The Bureau maintains the official register of Imperial territorial units, including worlds, systems, sectors, oversectors, special administrative regions, protected territories and other jurisdictions established by law or Imperial decree. It resolves routine boundary disputes and refers constitutional or politically sensitive questions to the Ruling Council or Supreme Court as appropriate.

Territorial inspectors examine whether local administrations maintain accurate finances, functioning courts, accessible records, emergency plans and dependable channels of communication. Inspection is intended primarily to identify weakness before it becomes crisis. Corrective plans, administrative training and temporary advisers are preferred to direct intervention whenever local government remains capable of reform.

When a newly admitted territory enters the Empire, the Bureau conducts an administrative survey and prepares a transition charter. Existing institutions are retained wherever compatible with Imperial law, while essential functions such as customs, civil registration, courts, taxation and emergency communication are brought into alignment with Imperial standards.

Governors, Moffs and Oversectors

Planetary Governors, Moffs and Grand Moffs derive their authority from the constitutional and statutory instruments governing their respective jurisdictions. The Ministry of the Interior supports their civil-administrative responsibilities but does not treat them as subordinate bureau officials. They are officers of regional government with defined powers and direct obligations to the Imperial state.

Interior provides governors with administrative guidance, civil-service support, population data and access to interministerial coordination. It also maintains standard procedures for the transfer of office, preservation of archives and continuation of government when a regional executive dies, resigns, is removed or becomes unable to serve.

Moffs coordinate multiple systems within their sectors and may harmonize policies that cross planetary boundaries, including migration, disaster preparation, environmental management and regional infrastructure. Grand Moffs exercise comparable responsibilities across Priority Oversectors where strategic conditions require integrated direction over several sectors.

The Bureau of Territorial Administration reviews regional performance and may recommend investigation where an administration persistently violates Imperial law, misuses emergency authority or fails to provide essential civil services. Criminal allegations are referred to Justice or the appropriate investigative service rather than adjudicated by Interior itself.

Planetary Affairs

The Planetary Affairs Bureau is the Ministry's principal liaison with planetary governments. It maintains administrative profiles for inhabited worlds, monitors changes in local institutions and provides advice concerning constitutional arrangements, demographic conditions and intergovernmental disputes.

Planetary governments vary greatly. Some are monarchies, others republics, councils, clan confederations, corporate jurisdictions or traditional systems unique to their populations. The Empire does not require every world to imitate Coruscant. It does require that local government be identifiable, accountable, capable of communicating with higher authority and consistent with the rights and obligations established by Imperial law.

The Bureau helps worlds modernize records, professionalize civil services, establish dependable procurement and improve access to government in remote regions. On planets with multiple sovereign traditions or widely separated populations, it may assist in designing federal, provincial or district arrangements that preserve local identity while maintaining planetary unity.

Where local disputes threaten administrative paralysis, the Bureau may offer mediation or temporary technical administration with the consent of the competent regional authority. It does not determine criminal guilt, command military forces or conduct political intelligence.

Local and Municipal Government

The Office of Municipal Administration supports cities, provinces, districts, orbital habitats and other subplanetary jurisdictions. Its work concerns the practical foundations of daily government: public records, sanitation coordination, zoning, building administration, local elections or appointments, public works and transparent budgeting.

Municipal standards are adapted to local conditions. A city-world ecumenopolis, a mining colony, a nomadic settlement and an oceanic habitat cannot be governed by identical procedures. The Ministry therefore publishes model codes and minimum performance standards rather than a single universal municipal charter.

The Office also coordinates technical exchanges between administrations. Experienced civil engineers, archivists, planners and emergency managers may be seconded from established worlds to assist developing or recovering communities. Such programs strengthen local competence rather than creating permanent dependence upon Coruscant.

Particular attention is given to underserved districts, rapidly growing settlements and communities isolated by geography or communications failure. Interior regards access to lawful government as a basic condition of Imperial citizenship, not a privilege reserved for major capitals.

Imperial Office of Customs

The Imperial Office of Customs, also known as the Imperial Customs Bureau, administers the lawful movement of goods and persons across Imperial borders and through designated internal customs zones. It operates inspection posts at major starports, orbital stations, frontier crossings and important hyperspace junctions.

Customs officers verify manifests, collect tariffs and excise duties, inspect regulated cargo, enforce quarantine restrictions and prevent the movement of contraband. Their responsibility is regulatory rather than military. Where vessels resist inspection, present a major security threat or operate beyond the practical reach of customs patrols, the Office requests assistance from the Imperial Navy, the Sector Rangers or other competent authorities.

The Office maintains its own cutters, patrol craft and customs corvettes for boarding, pursuit and inspection. These vessels are equipped for endurance, cargo examination, detention and liaison with port authorities, but are not intended to replace naval warships.

Customs works closely with the Ministry of Commerce on tariffs, trade licences and import restrictions; with Finance on revenue collection; with Health and Agriculture on quarantine; and with Justice on smuggling prosecutions. Intelligence obtained during routine inspection is shared lawfully with security agencies, but customs inspection is not used as a substitute for proper criminal or intelligence authority.

Trusted-trader programs, electronic preclearance and standardized cargo documentation allow legitimate commerce to move rapidly. The Ministry regards an efficient border as one that distinguishes lawful movement from unlawful traffic without imposing needless delay upon either citizens or commerce.

Citizenship and Immigration

The Bureau of Citizenship and Immigration administers naturalization, permanent residence, visas, asylum, refugee status, deportation procedure and the documentary recognition of Imperial citizenship.

Imperial citizens are entitled to recognition of their status throughout the Empire. The Bureau maintains standards for identity records and coordinates with planetary authorities so that local documentation can be verified without requiring every world to abandon its own civil registry or naming conventions.

Immigration policy balances freedom of lawful movement with the legitimate interests of receiving worlds. Residence permits may account for housing capacity, environmental suitability, public health, local labour conditions and cultural arrangements, but may not be administered arbitrarily. Decisions are recorded, reasons are provided and review is available under the law.

Naturalization ordinarily requires lawful residence, demonstrated knowledge of Imperial institutions and an oath of civic allegiance. Exceptional procedures exist for military service, distinguished public contribution, displaced populations and citizens of territories entering the Empire.

Asylum and refugee claims are assessed individually. The Bureau works with Diplomacy, Health, Transportation and regional governments to provide temporary protection and orderly resettlement. Deportation is a civil measure and must not be used as concealed punishment where criminal prosecution or extradition is the lawful course.

Census and Civil Registration

The Imperial Census Bureau maintains the demographic foundation of public administration. It conducts regular censuses, compiles population estimates and provides the data used to plan infrastructure, education, health services, transportation, representation and emergency response.

Because communication delays and local conditions make a single galaxy-wide count impractical, the Bureau uses a continuous census system combining planetary enumerations, civil records, migration data and statistical surveys. Results are audited and reconciled at sector and oversector levels before incorporation into the Imperial demographic record.

The Office of Civil Registration establishes standards for records of birth, death, marriage, adoption, guardianship, name change and legal status. Planetary authorities maintain the original records, while secure Imperial indexes allow lawful verification across jurisdictions.

Census information concerning identifiable individuals is protected from casual disclosure. Statistical data may be published for public and scientific use, while personal records are released only to the subject, authorized officials or others entitled by law.

During disaster, war or displacement, mobile registration teams help reconstruct lost records and preserve continuity of identity. No citizen should become legally invisible merely because an archive was destroyed or a community was forced from its home.

Imperial Geographic Survey

The Imperial Geographic Survey maintains the official cartographic and geodetic records of the Empire. Its responsibilities include planetary mapping, boundary surveys, geographic naming, cadastral records, environmental baselines and the registration of settlements and administrative districts.

The Survey works closely with the Ministry of Science and the Imperial Exploration Corps where new systems or poorly documented regions are concerned. Science identifies and studies; Interior converts discovery into official civil geography once a location enters the administrative framework of the Empire.

Official maps are essential to taxation, land tenure, infrastructure, disaster response and jurisdiction. The Survey therefore maintains archival versions showing historical boundaries as well as current records, allowing courts and administrators to determine which authority applied at a particular time.

Planetary naming traditions are preserved wherever practical. Standardized coordinates and transliterations are added for interstellar use, but local languages and established geographic names are not discarded merely for bureaucratic convenience.

Environmental Preservation and Refocusing

The Environmental Preservation and Refocusing Authority is responsible for conserving viable ecosystems, restoring damaged environments and adapting planetary resources to sustainable civil use. Its mandate combines preservation with practical stewardship.

Preservation protects ecosystems, species and natural processes whose loss would be irreversible or gravely harmful. Refocusing applies ecological science to landscapes already altered by settlement, industry, war or disaster so that they may support agriculture, habitation, water security, biodiversity or other legitimate public needs.

The Authority conducts environmental assessments for major civil projects and establishes standards for reclamation, waste containment, atmospheric management, water protection and habitat restoration. It works with Energy, Agriculture, Commerce, Science and War where their activities may affect planetary environments.

Refocusing does not mean indiscriminate conversion of nature to industrial use. A healthy environment is itself a strategic resource. Worlds rendered uninhabitable by reckless extraction become liabilities to their populations and to the Empire. The Authority therefore requires that development account for long-term habitability, ecological resilience and the cost of restoration.

Where environments have been devastated by conflict, pollution or failed terraforming, the Authority may organize multi-generational recovery programs. These may include soil rebuilding, atmospheric filtration, hydrological repair, species reintroduction and the conversion of abandoned industrial zones to productive civil use.

Parks, Reserves and Protected Worlds

The Imperial Parks and Reserves Service administers protected landscapes, wildlife refuges, marine preserves, cultural-natural sites and wilderness regions established by planetary or Imperial law.

Most protected areas remain under planetary administration. The Service provides common standards, scientific support and interstellar coordination, particularly where migratory species, watersheds or ecosystems cross jurisdictional boundaries.

Some worlds or moons may receive special protected status because of exceptional scientific, ecological or cultural importance. Such status does not necessarily exclude habitation, tourism or traditional use. Management plans identify which activities are compatible with preservation and which require restriction.

The Service works with Antiquities and Culture where natural and historic significance overlap. It also coordinates with Tourism to ensure that public access is safe and sustainable rather than destructive.

Illegal trafficking in protected wildlife or biological material is investigated by the competent law-enforcement authorities, with technical support from Interior, Agriculture and Science.

Disaster Relief and Civil Emergency

The Imperial Disaster Relief and Civil Emergency Office coordinates civilian response to earthquakes, volcanic events, floods, atmospheric disturbances, industrial accidents, orbital debris impacts, transport catastrophes and other emergencies that exceed local capacity.

Planetary authorities retain first responsibility for local response. Sector and oversector governments maintain regional reserves and mutual-aid agreements. The Office supplies the Imperial level of coordination, including strategic stockpiles, mobile shelters, engineering teams, relief transports and liaison with other ministries.

Relief operations are organized according to need rather than political prestige. Immediate priorities are rescue, medical care, potable water, food, shelter, communications and restoration of critical infrastructure. Recovery planning begins while emergency operations are still under way so that temporary camps and extraordinary controls do not become permanent by neglect.

The Office maintains an Imperial disaster classification system and common incident-command procedures, allowing personnel from different worlds and ministries to work together without confusion. After-action reviews identify failures and improvements, and serious administrative negligence may be referred for investigation.

When disasters occur outside Imperial territory, the Office may support humanitarian missions authorized through the Ministry of Diplomacy. Such missions are undertaken as acts of relief and reconstruction, not as covert instruments of annexation.

Civil Defense and Continuity of Government

The Office of Civil Defense and Government Continuity prepares civilian institutions to survive attack, catastrophe and communications failure. It establishes standards for emergency shelters, warning systems, evacuation planning, backup records and succession within civil administrations.

Civil defense is distinct from military command. Interior prepares populations and governments to endure emergencies; War conducts military operations. The two ministries coordinate closely where evacuation routes, protected infrastructure or wartime communications are concerned.

Every major jurisdiction is required to maintain a continuity plan identifying lawful successors, alternate facilities, protected archives and procedures for operating when normal communications are unavailable. Such plans are reviewed regularly and tested through exercises.

The Office also maintains standards for public warning. Alerts must be clear, authenticated and appropriate to the actual threat. Misuse of emergency channels for routine political messaging is prohibited because it weakens public trust when genuine danger arises.

Continuity planning is designed to preserve constitutional government, not suspend it indefinitely. Emergency officials inherit only the powers lawfully attached to the offices they temporarily assume, together with any limited authority granted by a valid emergency declaration.

Indigenous and Traditional Communities

The Ministry recognizes that many worlds contain communities whose social organization, land use or legal traditions predate contemporary planetary government. The Office of Traditional and Indigenous Affairs helps regional authorities accommodate these communities within Imperial administration without needless destruction of their institutions.

Traditional authorities may be recognized for local civil matters where their practices are compatible with Imperial law and the rights of their members. Agreements may address land tenure, cultural sites, language, mobility, education, resource use and representation within planetary government.

Development affecting traditional territories requires consultation and an assessment of social as well as environmental consequences. Consultation does not grant an absolute veto over every public project, but it requires that affected populations be heard, alternatives considered and lawful compensation or mitigation provided.

The Office works with Culture, Education, Antiquities and Justice where matters of heritage, language, customary law or protected sites are involved. Its purpose is integration through lawful accommodation, not forced isolation or compulsory assimilation.

• Office of Civil Registration, responsible for vital records and interjurisdictional verification.
• Imperial Geographic Survey, responsible for official maps, boundaries and geographic records.
• Environmental Preservation and Refocusing Authority, responsible for conservation, restoration and environmental planning.
• Imperial Parks and Reserves Service, responsible for protected landscapes, wildlife and special ecological regions.
• Imperial Disaster Relief and Civil Emergency Office, responsible for civilian disaster coordination and recovery.

Interior commissioners serve at sector and oversector levels as coordinators rather than parallel governors. They supervise ministry personnel, assist regional executives and ensure that the Ministry's agencies work together without confusing departmental administration with political command.

The Ministry maintains a professional civil service trained through accredited Imperial and sector institutions. Appointment is based upon competence, lawful qualification and public duty. Political direction belongs to ministers and constitutional officeholders; routine administration belongs to trained officials expected to serve successive governments with integrity.

Interministerial Cooperation

The Ministry of the Interior works with nearly every other branch of Imperial government because civil administration is the foundation upon which specialized policy depends.

It cooperates with Commerce and Finance on customs revenue, trade documentation and economic statistics; with Transportation on ports, migration and emergency logistics; and with Agriculture, Energy and Science on land use, environmental planning and resource stewardship.

Interior works with Health on quarantine, disaster medicine and population records; with Education and Culture on local administration, language and civic institutions; and with Antiquities on protected sites and historic landscapes.

It supports Justice, Corrections and Security through lawful records, border administration and emergency coordination, while preserving the distinction between civil government and criminal or intelligence authority. It works with War on civil defense, evacuation and post-conflict restoration without assuming military command.

The Ministry also serves Diplomacy when foreign visitors, refugees, border agreements or humanitarian missions require domestic administration. Through the territorial chain of government, it ensures that decisions made at the Imperial level can be implemented coherently across the Empire's diverse worlds.

Interior is not the most visible instrument of Imperial power, but it is among the most constant. Its work is found in the records that establish identity, the customs stations that protect lawful commerce, the maps that define jurisdiction, the relief convoys that arrive after catastrophe and the local offices through which citizens encounter their government. By serving every world, the Ministry sustains the unity of the Empire as a functioning civil order.
