
The Ministry of Science is the principal civil institution responsible for the advancement, coordination and responsible application of scientific knowledge throughout the Galactic Empire. It supports fundamental research, maintains Imperial scientific institutions, establishes technical standards and ensures that discoveries can be translated into practical benefit for medicine, industry, agriculture, energy, transportation, public administration and defense.
The Ministry was reorganized following the Clone Wars to unite fragmented Republic programs without extinguishing the independence of universities, academies, planetary institutes and private laboratories. Its purpose is not to command every experiment conducted within Imperial territory, but to provide the common institutions, standards, facilities and long-range planning required by a civilization extending across the galaxy.
Military research forms an important but limited part of the Ministry's work. The Empire studies stars, ecosystems, matter, life, computation and hyperspace because knowledge itself is a strategic resource and because stable civilization depends upon generations of careful inquiry.
The Ministry of Science is the principal civil authority for scientific policy, public research, technical standards, research funding, scientific institutions and the transfer of discoveries into practical use throughout the Galactic Empire. It exists to enlarge the body of reliable knowledge available to the state and its citizens, to coordinate major research that no single world or private institution could sustain alone, and to ensure that scientific work is conducted competently, lawfully and for the long-term benefit of Imperial civilization.
The Ministry does not claim ownership of all inquiry. Universities, academies, planetary institutes, private laboratories, medical centers, corporations and independent scholars remain important producers of knowledge. The Ministry establishes common standards, directs Imperial research programs, funds work of public importance and intervenes where projects involve extraordinary danger, intersector consequences, restricted technologies or resources belonging to the Empire as a whole.
The Minister of Science reports to the Imperial Ruling Council and advises the Imperial Throne, the Grand Vizier and the Imperial Senate on the scientific consequences of public policy. The Minister may issue standards and administrative regulations within the Ministry's statutory jurisdiction, but may not use scientific authority to displace the lawful responsibilities of Health, Agriculture, Energy, Commerce, Transportation, War or other ministries.
Scientific policy is therefore organized around a clear division of responsibility. Science discovers, verifies and standardizes. The competent civil ministry regulates the practical field in which a discovery is used. Commerce governs trade and commercial conduct, Health governs clinical care, Agriculture governs food production, Energy governs power systems, Transportation governs public transport infrastructure, and War governs military procurement and operational requirements.
Imperial scientific policy rests upon accuracy, reproducibility, openness where possible, security where necessary, responsible application and continuity of knowledge. The value of a result depends upon whether it can be tested, understood and used, not upon the rank or political influence of the person who announced it.
Research supported by the Empire must maintain complete records, disclose material limitations and distinguish verified findings from speculation. Negative results are preserved where they prevent duplication of effort or reveal flaws in prevailing assumptions. Fraud, fabrication, deliberate suppression of contradictory evidence and misuse of sapient research subjects are treated as grave professional offenses.
Secrecy is permitted for legitimate defense, public safety, privacy, commercial confidence and the protection of dangerous methods. Classification is not a substitute for scientific criticism. Classified projects remain subject to cleared peer review, technical audit and ministerial oversight.
The Ministry encourages basic research whose usefulness may not be immediately apparent. Many of the Empire's greatest advances began as abstract inquiries into matter, life, mathematics, computation or the structure of hyperspace. A government capable of planning across generations must sustain both practical development and curiosity-driven discovery.
The Minister of Science is the chief scientific policy officer of the Galactic Empire and head of the Ministry. The Minister establishes research priorities, submits the Ministry's budget, appoints senior officials, coordinates interministerial scientific programs and represents the Empire in scientific relations with foreign governments and major academic bodies.
The Minister is advised by a Scientific Council composed of the directors of the principal agencies, senior members of the Imperial Academy of Sciences and specialists appointed for particular fields. The Council reviews long-range priorities, emerging risks, major facility proposals and questions that cross ordinary administrative boundaries.
The Office of the Minister includes policy planning, legal counsel, budget administration, security coordination, public liaison and an inspectorate for the review of programs and facilities. It may commission independent studies when the interests of a subordinate agency could affect the objectivity of its conclusions.
The Minister may designate projects of Imperial scientific importance. Such designation may authorize central funding, coordinated access to facilities, protected transport of equipment and materials, or the temporary assembly of personnel from several institutions.
The Imperial Science Bureau is the Ministry's principal agency for fundamental and general scientific research. It maintains institutes in physics, chemistry, materials science, mathematics, computer science, biology, xenology, planetary science, astronomy, environmental science and other recognized disciplines.
The Bureau operates laboratories and field stations throughout the Empire, supports long-duration investigations and maintains scientific collections that would be impractical for individual worlds to preserve. It also coordinates shared instruments, observatories, supercomputing arrays, particle facilities and specialized laboratories requiring substantial Imperial investment.
Research divisions are led by professional scientists rather than political administrators. Program directors are responsible for scientific quality, personnel, safety and the stewardship of public funds. Major findings undergo internal and external review before being represented as official conclusions of the Bureau.
The Bureau may work with universities, private firms and planetary governments through grants, cooperative agreements or shared facilities. Intellectual credit is assigned to the researchers and institutions responsible for the work, while inventions developed with Imperial support are handled under the Ministry's technology-transfer rules.
The Imperial Bureau of Standards maintains the common technical language upon which galactic civilization depends. It establishes reference standards, measurement systems, calibration procedures, engineering specifications and certification methods used by government, science and industry.
The Bureau ensures that a unit of mass, distance, time, energy or volume has the same meaning on Coruscant, Corellia, Kuat, Taris and the most distant settled world. This work allows components manufactured in separate sectors to fit together, scientific results to be compared and commercial transactions to be conducted without uncertainty.
The Bureau publishes standards after consultation with scientists, engineers, manufacturers, ministries and professional bodies. Standards may be compulsory where safety, interoperability, public procurement or strategic infrastructure requires uniformity. Voluntary standards may be adopted by industries and planetary governments where flexibility is desirable.
The Bureau does not regulate prices, trade practices or industrial ownership. Those responsibilities belong principally to Commerce and other competent authorities. Its concern is whether a measurement is accurate, a specification is coherent, a material conforms to its stated grade and an instrument performs within certified tolerances.
The Office of Weights and Measures is a principal office of the Imperial Bureau of Standards. It maintains the Empire's official units and the master references from which certified measurements are derived.
The Office verifies commercial and industrial measuring devices, including cargo scales, fuel dispensers, laboratory balances, reactor gauges and automated metering systems. Planetary authorities may conduct routine inspections under standards established by the Office, while Imperial inspectors handle intersector commerce, central facilities and disputes involving reference accuracy.
Fraudulent measurement may be referred to Commerce, Justice or the appropriate enforcement body. The Office itself is a technical authority rather than a police service. Its certified findings provide the evidentiary basis for administrative or judicial action.
Reference artifacts and quantum standards are preserved in secure laboratories with redundant sites. Their histories, calibrations and environmental conditions are documented so that no single disaster can compromise the Empire's measurement system.
The Bureau's Reference Laboratory Network maintains the Empire's highest-order standards for dimensional measurement, timekeeping, energy, radiation, pressure, temperature, chemical purity and other technical quantities.
Accredited laboratories receive traceability through documented calibration chains. This allows an instrument used in a frontier clinic, a shipyard or a university to be related back to Imperial reference standards without transporting every device to Coruscant.

The Bureau's Verification Service tests whether products, materials and processes conform to declared standards. It examines structural alloys, reactor components, medical instruments, pressure vessels, protective equipment, industrial controls and other items whose failure could endanger the public or Imperial infrastructure.
The Materials Standards Directorate establishes grades and test methods for metals, ceramics, composites, polymers, fuels, coolants and specialized substances. It works with Energy, Commerce, Transportation and War to ensure that technical requirements are consistent across procurement and regulation.
The Fuel Purity Office develops reference methods for hypermatter, reactor fuels, propellants, lubricants and industrial gases. It does not purchase or distribute fuel, but certifies analytical methods and investigates technical irregularities that may indicate contamination, adulteration or process failure.
When verification identifies probable fraud, sabotage or criminal diversion, the Bureau preserves the technical record and refers the matter to the competent investigative authority. This cooperation does not convert the Bureau into an intelligence or security organization.
The Imperial Academy of Sciences is the Empire's senior learned society and an independent advisory body chartered under the Ministry. Its fellows are elected for distinguished contributions to knowledge, engineering, medicine or scientific administration.
The Academy advises the government on questions requiring broad and impartial scientific judgment. It may convene panels, publish consensus studies, review emerging technologies and recommend priorities that extend beyond the interests of any single ministry or research agency.
Election to the Academy is an honor rather than a civil-service appointment. Fellows may work in universities, private institutions, government laboratories or retirement. The Academy's independence is protected so that its advice remains credible even when it is inconvenient.
The Academy administers prizes, fellowships, visiting-scholar programs and historical archives. It also represents the Empire in scholarly exchanges and maintains formal relations with planetary academies and foreign scientific bodies.
The Office of Research Grants distributes Imperial support to universities, planetary institutes, nonprofit foundations, hospitals and other qualified research organizations. Competitive grants allow the Empire to draw upon scientific talent beyond its own laboratories.
Applications are reviewed for scientific merit, feasibility, public value, qualifications, safety and budget. Review panels disclose conflicts of interest and are selected to prevent a single institution or school of thought from controlling an entire field.
Grant recipients retain ordinary academic freedom within the approved scope of work. The Ministry may require reporting, financial audit, data preservation and public access to results where security, privacy or legitimate commercial rights do not require restriction.
Special programs support early-career researchers, neglected fields, frontier institutions and the reconstruction of scientific capacity on worlds damaged by war or disaster. Continuity of knowledge across the Empire is treated as a strategic public good.
The Planetary Survey Authority conducts geological, geophysical, hydrological, atmospheric and environmental surveys. It produces the scientific maps and baseline data needed for settlement, infrastructure, resource management, disaster planning and conservation.
Survey teams study mineral formations, groundwater, seismic risk, volcanism, climate systems, soil, oceans and hazardous natural phenomena. They do not grant mining rights or regulate extraction. Commerce, Interior, Agriculture, Energy and planetary governments use the Authority's findings within their own jurisdictions.
The Authority maintains standardized planetary data sets so that information collected by different expeditions can be compared over time. Long-term observations are particularly important on worlds undergoing rapid industrialization, terraforming or ecological stress.
Frontier surveys may be conducted from deployable Imperial Research Centers, orbital platforms or mobile field laboratories. The Authority also assists disaster-response authorities by providing rapid scientific assessment after impact events, eruptions, floods, atmospheric failures and other natural emergencies.
The Space Sciences Directorate studies stars, planetary systems, interstellar matter, gravitation, cosmic radiation, hyperspace phenomena and the large-scale structure of the galaxy.
It operates observatories, deep-space sensor arrays, research vessels and data centers. Its stellar and navigational observations support science, transportation safety, communications planning and the detection of natural hazards.
The Directorate cooperates with Transportation on navigational science and with War on technical questions involving military sensors or operations. Civil research remains under the Ministry of Science, while operational military surveillance remains under the Ministry of War.
Projects of exceptional duration are protected through multiyear appropriations and archival requirements. Many astronomical investigations outlive their original researchers, and the Ministry therefore treats continuity of observation as part of the scientific record.
The Institute of Biotechnology and Life Sciences conducts research in genetics, microbiology, ecology, biochemistry, regenerative medicine, agricultural biology and industrial biotechnology.
Medical applications are developed in cooperation with the Ministry of Health. Agricultural applications are coordinated with Agriculture. The Institute supplies research and technical expertise, while those ministries regulate clinical care, food production and public-health practice.
Xenobiological research recognizes the diversity of sapient and non-sapient life throughout the Empire. Universal assumptions derived from one species or biosphere are not accepted without comparative evidence.
Work involving pathogens, genetic modification, reproductive technologies or sapient subjects is subject to enhanced ethical and safety review. Facilities are classified by containment level, inspected regularly and required to maintain emergency plans proportionate to the hazards they contain.
The Advanced Science Division undertakes high-risk, high-reward research at the boundary of established knowledge. Its fields may include exotic matter, advanced computation, artificial intelligence, unusual energy states, hyperspatial physics, novel propulsion and prototype systems for which ordinary scientific structures are inadequate.
The Division is not exempt from law or ethics. Sensitive programs may be classified, but they remain subject to cleared peer review, technical audit, safety controls and ministerial authorization.
Projects are organized in stages. Early theoretical work must establish scientific plausibility. Experimental programs must define measurable objectives and failure criteria. Large-scale prototypes require independent review of safety, cost and potential consequences.
The Division may terminate projects that consume resources without producing credible progress. Preservation of records ensures that later researchers can distinguish genuinely difficult problems from approaches already shown to be unsound.
The Imperial Department of Military Research coordinates scientific work undertaken for defense. It is administratively situated within the Ministry of Science but operates jointly with the Ministry of War, which defines operational requirements and procurement priorities.
The Department conducts or sponsors research in weapons, armor, sensors, shielding, propulsion, communications, logistics, medicine, survivability and other technologies with military application.
Science is responsible for technical integrity and research management. War is responsible for military doctrine, operational testing, acquisition and deployment. This division prevents strategic urgency from replacing scientific judgment while ensuring that research responds to actual defense needs.
Classified projects are reviewed by cleared specialists. The Department maintains records of test failures and adverse findings because concealment of defects can endanger crews, soldiers and the security of the Empire.
The Office of Scientific Ethics and Research Protection establishes rules for responsible research, including the treatment of sapient participants, animal subjects, ecosystems, hazardous materials, dual-use technologies and conflicts of interest.
Research involving sapient subjects requires informed consent unless a narrowly defined legal exception applies. Vulnerable populations receive additional protection. Coercion, concealed non-therapeutic experimentation and the use of detention as a substitute for consent are prohibited.
Ethics review is conducted by institutional committees accredited by the Office. Projects of exceptional risk or Imperial significance receive central review. Ethical approval does not replace technical safety approval, and technical feasibility does not establish ethical acceptability.
The Office may suspend research, require corrective action or refer misconduct for disciplinary or criminal proceedings. Its role is to preserve confidence that Imperial science serves civilization rather than treating life as expendable material.
The Ministry operates a network of permanent, orbital, mobile and deployable Imperial Research Centers. These facilities provide laboratories, workshops, computing resources, specimen storage, communications and living quarters for multidisciplinary teams.
Permanent centers are located near major universities, industrial regions, observatories and natural research sites. Orbital centers support astronomy, microgravity science and planetary observation. Mobile centers accompany surveys, emergency missions and temporary scientific campaigns.

Publications undergo appropriate peer review. Classified and restricted findings are preserved in controlled repositories rather than omitted from the scientific record. Declassification review is conducted periodically so that secrecy does not continue after its justification has expired.
The Office establishes citation, authorship, data-retention and correction standards. Errors discovered after publication are corrected openly, and retractions identify the reason a result can no longer be relied upon.
The Imperial Scientific Archive preserves raw observations, laboratory records, software, models, images and specimen catalogs where long-term value justifies retention. Redundant repositories protect knowledge from war, disaster and technological obsolescence.
The Office of Technology Transfer helps move discoveries from laboratories into medicine, industry, agriculture, energy, transportation, communications and public administration.
It evaluates inventions, manages patents and licenses arising from Imperial research, supports prototype development and connects researchers with qualified manufacturers or service providers.
Licensing policy balances public benefit, fair reward, strategic security and the need for rapid adoption. Exclusive licenses may be granted where substantial private investment is necessary, while open or nonexclusive licensing is preferred for standards, public-safety technologies and broadly useful foundational tools.
The Office tracks whether transferred technologies perform as expected and whether additional research or regulation is required. Commercial promotion is coordinated with Commerce, while public procurement follows applicable financial and contracting law.
The Ministry cooperates with Education to sustain the Empire's scientific workforce. Science identifies future needs, supports research training and provides access to laboratories, while Education governs schools, universities and academic qualifications.
Fellowships, apprenticeships and laboratory placements allow students and early-career researchers to work with experienced scientists. Programs are designed to broaden participation across regions and prevent excessive concentration of expertise in a few Core institutions.
Technical personnel, laboratory engineers, instrument specialists, field technicians and data curators are recognized as essential members of the scientific enterprise. Career structures are maintained for these professions rather than treating them merely as support staff.
The Ministry also supports public understanding of science through lectures, exhibitions, observatory programs and accessible publications prepared in cooperation with Information and Education.
Research security protects dangerous knowledge, strategic technology, sensitive facilities and personal data without converting the Ministry into a security service.
Each classified program receives a defined security level, access list and review schedule. Restrictions must correspond to an identifiable risk such as military sensitivity, sabotage, proliferation, privacy or public danger.
The Ministry's security directorate manages facility protection and information controls in cooperation with the competent security agencies. Suspected espionage, theft or sabotage is referred for investigation; scientific managers do not operate independent secret police structures.
Controlled technologies may require licenses for possession, transfer or export. Science defines technical categories and risks, while Commerce, Diplomacy, Justice and Security exercise their respective legal and enforcement functions.
The Ministry of Science works across the civil administration. With Health it supports medicine, epidemiology and biomedical research. With Agriculture it advances crop science, soil research and food security. With Energy it studies generation, storage, fuels and reactor safety. With Transportation it improves propulsion, navigation and infrastructure engineering.
Commerce uses standards, testing methods and technical expertise supplied by Science when regulating trade and industry. Information publishes official scientific notices and public reports. Education develops schools and universities capable of training the next generation of researchers.
Interior and territorial governments support regional facilities, surveys and emergency missions. Antiquities cooperates on archaeological science and preservation. Diplomacy coordinates international scientific agreements and exchanges.
War identifies defense needs and deploys military technology, while Science safeguards the technical quality of research. Security investigates espionage, sabotage and unlawful diversion. Justice advises on legal authority and prosecutes offenses. These boundaries preserve both effectiveness and accountability.
The Ministry of Science is composed of the Office of the Minister, the Imperial Science Bureau, the Imperial Bureau of Standards, the Imperial Academy of Sciences, the Office of Research Grants, the Planetary Survey Authority, the Space Sciences Directorate, the Institute of Biotechnology and Life Sciences, the Advanced Science Division, the Imperial Department of Military Research, the Office of Scientific Ethics and Research Protection, the Scientific Publications Office and the Office of Technology Transfer.
Supporting services include budget and administration, legal counsel, scientific computing, facilities management, research security, records, procurement and the Inspectorate of Scientific Programs.
Regional science directorates coordinate Imperial facilities and grants within sectors and oversectors. They do not replace local universities or planetary science agencies, but connect them to Imperial programs and standards.
The Ministry is intended to make knowledge cumulative. Its success is measured not only by spectacular inventions, but by the reliability of standards, the preservation of data, the training of scientists, the safety of laboratories and the steady conversion of discovery into a better-functioning Empire.
