The Imperial Security Bureau is the Empire's principal internal-security service. Subordinate to COMPNOR but operating under its own professional command, the Bureau detects and disrupts espionage, subversion, official disloyalty, organized sedition, and other threats arising within Imperial society and government.
The ISB protects the constitutional order, institutions, personnel, and secure operations of the Empire. Its jurisdiction is threat-based rather than territorial: it may work across sectors and within Imperial organizations, but every search, arrest, detention, and seizure must rest upon lawful authority.
The Commission of Operations is the Bureau's senior coordinating forum. Chaired by the Director and composed of the Deputy Director and six Associate Directors, it assigns cross-departmental and cross-sector operations, resolves jurisdictional conflicts, and transmits coordinated instructions to the appropriate sector offices. It is a governing body, not a seventh department and not an additional layer of rank.
The Bureau is organized into six coequal departments, each led by an Associate Director who reports through the Deputy Director to the Director.
Imperial Intelligence collects and analyzes foreign, military, and clandestine intelligence; the ISB concentrates on internal security. The Inspectorate investigates administrative corruption and performance. The Ministry of Justice controls prosecution, courts issue judicial process, and ordinary police retain general criminal jurisdiction. Joint cases use a designated lead agency and written information-sharing rules.
The Director heads the entire Bureau and reports through COMPNOR to the Ruling Council. The Deputy Director is second in command and coordinates Bureau-wide administration and operations. The six Associate Directors head Investigations, Interrogation, Surveillance, Enforcement, Re-Education, and Internal Affairs. Sector offices cooperate with Moffs without becoming their private security services.
Operations and Enforcement are parallel rank organizations, not operational directorates or chains of departmental command. The Operations rank track is used by Investigations, Interrogation, Surveillance, and Re-Education. The Enforcement rank track is used by Enforcement, its Tactical personnel, and Internal Affairs. These tracks classify ranks within the departments; they do not create a superior organizational layer above the Associate Directors. Central Commander is a C3 Enforcement-track rank, not the title of the Bureau's head.
Cases are registered, authorities documented, intelligence graded, and intrusive measures periodically reviewed. The Bureau's necessary secrecy does not remove its duty to distinguish danger from dissent, evidence from suspicion, and the security of the Empire from the convenience of individual officials.
The Director commands the Bureau, with the Deputy Director immediately beneath. The six coequal Associate Directors form the departmental tier below them. Operations and Enforcement remain rank tracks only.
