The Diplomatic Service

The Diplomatic Service, commonly abbreviated DiploSer, is the branch of the Bureau of Operations responsible for placing Intelligence personnel in positions of official or semi-official diplomatic cover. Its agents serve as political and military advisors to Imperial governors and Moffs, and conduct sensitive liaison work under the protection of diplomatic status.

Function

DiploSer exists to give Imperial Intelligence a legitimate presence in the formal structures of Imperial governance and in dealings with external parties. By embedding trained personnel within the advisory staffs of sector and planetary authorities, the branch ensures that Intelligence assessments and concerns reach decision-makers through channels that appear routine and official.

Agents of the Diplomatic Service also perform liaison duties with foreign governments, corporate entities, and other organizations when direct Intelligence involvement would be inappropriate or counterproductive. In these roles they operate under recognized diplomatic protections while continuing to gather information and advance Imperial interests.

Character of Work

Unlike the more overtly covert branches of the Bureau, DiploSer operates in the open. Its personnel hold official titles, attend formal meetings, and maintain the outward appearance of ordinary diplomatic or advisory staff. The value of the branch lies in this cover. Information obtained through routine access and personal relationships is often more reliable and less risky to acquire than material gathered through clandestine means alone.

DiploSer agents are expected to maintain their covers rigorously. Any compromise of an agent’s Intelligence affiliation risks not only the individual but the broader utility of the diplomatic channel itself.

Place within the Bureau

The Diplomatic Service works in coordination with the rest of the Bureau of Operations and with the Intelligence Bureau when its access yields information of wider significance. It does not conduct assassinations, destabilization campaigns, or deep infiltration of hostile organizations. Its strength is legitimate presence and the quiet influence that presence affords.

Through the careful placement of personnel in positions of official trust, DiploSer provides Imperial Intelligence with a steady flow of high-level information and a means of shaping decisions without the need for more aggressive methods.
