The Operations Bureau

The Bureau of Operations is the action arm of Imperial Intelligence. Of all the components of the organization, it is the only one commonly referred to simply as “the Bureau.” It is responsible for covert operations that exceed the resources or authority of ordinary system cells.

When a task requires specialized personnel, greater coordination, or a level of deniability that local cells cannot provide, the Bureau of Operations assumes responsibility. It may deploy a full team of specialists into a sector, effectively creating an at-large system cell for the duration of the mission, or it may assign a small number of agents to reinforce an existing cell for a single objective.

Structure

The Bureau is divided into several specialized branches, each focused on a distinct form of covert work:

• Assassination – Responsible for the removal of key individuals whose continued activity is judged harmful to the Empire. Assassination is treated as a legitimate and necessary instrument of state policy when properly authorized.
• Destabilization – Tasked with undermining the cohesion of societies, governments, or movements that pose a threat to Imperial order. Its methods are deliberately opaque and are among the least discussed within Intelligence.
• Diplomatic Service (DiploSer) – Provides political and military advisors to Imperial governors and Moffs, and conducts sensitive liaison work under diplomatic cover.
• Renik – The counter-intelligence branch of the Bureau. Renik identifies and dismantles enemy intelligence operations directed against the Empire. When an enemy network is judged potentially useful, Renik turns the matter over to Infiltration rather than destroying it outright.
• Infiltration – Specializes in the long-term placement of agents inside hostile or suspect organizations. Infiltration personnel undergo extensive preparation, including periods of service with the Intelligence Bureau, before being accepted into the branch proper.
• Surveillance – Conducts sustained observation of targets and networks. Surveillance frequently works in coordination with system cells and may request their assistance when continuous coverage is required.

Relationship to the Rest of Intelligence

The Bureau of Operations does not formulate grand strategy. That remains the province of the Ubiqtorate. Nor does it produce the analytical assessments that belong to the Intelligence and Analysis Bureaus. Its role is execution. When the decision has been made that a covert action is required, the Bureau provides the means.

In the most extreme cases, when even the resources of the Bureau prove insufficient, the matter is referred upward to Adjustments. Under ordinary circumstances, however, the Bureau of Operations remains the primary instrument through which Imperial Intelligence acts in the field.
