Surveillance is the branch of the Bureau of Operations responsible for the sustained observation of individuals, groups, facilities, and networks of interest to Imperial Intelligence. Its work provides the continuous flow of information upon which many other operations depend.
Surveillance exists to maintain long-term watch over targets that cannot be adequately monitored through passive technical means alone. Agents of the branch establish observation posts, track movements, record associations, and document patterns of behavior over extended periods. The goal is reliable, detailed knowledge rather than rapid or dramatic results.
When continuous coverage is required, Surveillance actively solicits the assistance of available system cells. Local personnel are often better positioned to maintain an unobtrusive presence, and the branch makes use of that advantage whenever it improves the quality or sustainability of an observation effort.
Surveillance operations are deliberate and methodical. Teams are selected and briefed according to the nature of the target and the environment in which observation must take place. Technical support from the Analysis Bureau is employed when appropriate, but the core of the work remains the disciplined collection of information by trained observers.
The branch places a high value on remaining undetected. A compromised surveillance effort is of little use and may alert the target to wider Imperial interest. Agents are therefore expected to exercise patience and restraint, preferring incomplete but secure coverage to aggressive methods that risk exposure.
Surveillance supports nearly every other component of the Bureau of Operations. Assassination relies on accurate tracking of a target’s movements. Infiltration benefits from detailed knowledge of an organization’s routines and personnel. Renik uses Surveillance findings to confirm the presence and activities of hostile agents. The branch also feeds information upward to the Intelligence and Analysis Bureaus when its observations reveal patterns of broader significance.
By providing this steady, unobtrusive watch, Surveillance ensures that Imperial Intelligence retains continuous awareness of the people and networks that most concern it.
