CompForce Observation

CompForce Observation is the military-observer and political-readiness branch of CompForce. Its officers are commonly young volunteers selected for education, judgment, political reliability, and promise. They are seconded openly to Imperial commands to learn the armed profession, represent COMPNOR, and report whether units preserve discipline, morale, lawful command, and proper regard for the New Order.

Duties

• Observe training, readiness, morale, discipline, and relations between commanders and personnel.
• Report conduct that threatens unit cohesion, political reliability, or obedience to lawful Imperial authority.
• Explain COMPNOR policy and serve as liaison between assigned commands and the Commission.
• Record exemplary service as well as deficiencies, ensuring that reports do not become a catalogue of accusations.
• Refer suspected espionage, corruption, criminal conduct, or administrative failure to the ISB, Inspectorate, military investigators, or other competent authority.

Status within a Command

Observers are attached personnel, not members of the receiving command's ordinary chain of command. They may inspect records and attend proceedings within the authority of their orders, but they do not issue tactical commands, alter readiness reports, or countermand a commanding officer.

Reporting Standards

Observation reports distinguish witnessed facts, attributed statements, and professional assessment. Adverse findings require particulars and may be answered by the affected command. The branch reports through CompForce headquarters while providing mission-relevant findings to the responsible military authority.

Service and Advancement

Observation is both an assignment and a proving ground. Officers normally serve a defined tour before advancement within CompForce or transfer, subject to qualification, into the regular Armed Forces, the ISB, another COMPNOR body, or the civil service. Observation experience creates no automatic commission or appointment.

Limits

Observation is not a substitute for Imperial Intelligence, ISB, the Inspectorate, or military law enforcement. Its personnel do not conduct covert espionage against the units to which they are assigned, interrogate suspects, or punish disagreement. Their purpose is to keep political confidence and military reality in contact, not to govern the armed forces through rumor.
