ISB Re-Education administers structured deradicalization, corrective civic instruction, and reintegration programs for persons whose conduct or affiliations present an internal-security concern but who can safely return to society.

Placement

Participation may arise through a court order, lawful administrative disposition, supervised-release condition, or informed voluntary referral. The branch does not sentence persons to confinement and may not extend custody beyond the authority under which a participant was placed.

Programs

  • Individual threat and needs assessment.
  • Civic and legal education tailored to the participant's circumstances.
  • Disengagement from violent or subversive networks.
  • Vocational, educational, medical, and family support coordinated with competent ministries.
  • Supervised reintegration and periodic review against published objectives.

Standards

Programs distinguish mistaken belief, lawful disagreement, criminal conduct, and demonstrated preparation for violence. Treatment and counseling are delivered by qualified professionals. Confessions are not manufactured as proof of progress, and participation is not used to conceal indefinite detention.

Completion

A final review recommends completion, continued lawful supervision, transfer to another service, or return to the referring authority. Success is measured by safe and durable reintegration, not ritual declarations of loyalty.
