ISB Enforcement is the Bureau's operational arm. It executes arrest and search authorities, protects investigators and sensitive sites, transports high-risk detainees, and provides tactical capability for internal-security operations.

Responsibilities

• Execute warrants and authorized Bureau operations.
• Arrest designated security suspects and secure evidence.
• Protect witnesses, case teams, and threatened Imperial facilities.
• Conduct high-risk transport and temporary operational custody.
• Support IOCI and other agencies through approved joint operations.

Tactical Units

ISB Tactical Units handle barricaded suspects, fortified locations, hostage situations, and threats requiring specialist entry, breaching, precision fire, or hazardous-environment capability. Military support is requested when the scale becomes a campaign or battlefield problem.

Command and Force

Every operation has a written commander, legal basis, objective, and rules for force. Enforcement personnel use no more force than is reasonably necessary to protect life and complete the lawful mission. Searches and seizures are documented, and evidence is transferred through a recorded chain of custody.

Coordination with IOCI

ISB Enforcement acts upon Bureau internal-security authority and does not displace the general criminal jurisdiction of the Imperial Office of Criminal Investigations. In a joint case, the operational order identifies the lead agency, arrest authority, evidence custodian, and institution responsible for continued detention. An ISB officer encountering an immediate ordinary crime may preserve life, secure the scene, and make any arrest authorized by law before referring the criminal investigation to IOCI or another competent police authority.

Limits

Enforcement is not a general patrol service and does not replace IOCI, local police, or the Judicial Forces. Detainees are transferred promptly to the authority responsible for continued custody. Operational urgency does not confer authority to punish.
