Department of Redesign

The Department of Redesign is Sector Development's instrument for fundamental reconstruction. It is assigned where a world's political, civic, economic, or material arrangements cannot be brought into stable service to the Empire through gradual Modification.

Mandate

Redesign is reserved for systemic failure: shattered postwar administrations, incompatible regional systems, institutions captured by separatist or criminal interests, essential infrastructure organized around obsolete conditions, or political settlements incapable of maintaining lawful government. Its purpose is not temporary repair but the construction of a durable replacement.

Authority

Because Redesign may alter the basic organization of public authority, every assignment requires a formal instrument identifying its legal basis, responsible Imperial authority, territorial scope, available powers, protected rights, funding, and conditions for completion. Authority may arise through legislation, Imperial Edict, a lawful emergency declaration, or a mandate issued by the Ruling Council or competent regional government within powers already granted to it.

Reconstruction and Integration

Redesign may coordinate provisional offices, recover public records, reorganize civil services, revise administrative boundaries, establish development authorities, restore courts and essential services, and prepare new local constitutional arrangements. Upon former Separatist worlds it may also dismantle institutions created to sustain secession, disarm their remaining political influence, and establish credible avenues through which loyal local leadership can assume responsibility.

Security operations remain with the competent Moff, police service, Judicial Forces, Imperial Security Bureau, or military command. Redesign may determine the civil requirements of a stabilization plan, but it does not acquire unrecorded powers of arrest, punishment, confiscation, or forced removal.

Administration and Handover

A Redesign directorate establishes benchmarks for security, lawful administration, public services, fiscal stability, and civic participation. Local consultation informs the settlement but does not prevent the Empire from correcting institutions that have demonstrated their failure. When the assigned conditions are met, extraordinary arrangements terminate and responsibility passes to the permanent civil authorities.

Institutional Memory

Completed assignments are entered in the Imperial Improvements Register so that proven structures may be employed elsewhere without assuming that every people, economy, or world can be governed by an identical design.
