The Select Committee is the senior governing body of the Commission for the Preservation of the New Order. It converts the broad policy of the Emperor and the Imperial Ruling Council into coordinated direction for COMPNOR and ensures that the Commission's varied organizations act as parts of one institution. Earlier conceptions of the Committee permitted a fluctuating body of elected and honorary members; the Imperial Select Committee is instead constituted as a compact council of COMPNOR's principal leaders.
The Committee is chaired by an Imperial appointee serving at the pleasure of the Emperor. Its standing membership consists solely of the heads of the Coalition for Improvements, Coalition for Progress, Sub-Adult Group, CompForce, and Imperial Security Bureau. Membership therefore follows responsibility for a principal arm of COMPNOR rather than election, honor, social standing, or personal patronage.
The Chairman may invite ministers, Grand Moffs, military officers, judicial representatives, branch officials, or technical advisers when business touches their jurisdictions. Such persons attend for the matter under consideration and do not thereby become members of the Select Committee or transfer the authority of their institutions to COMPNOR.
The Select Committee governs COMPNOR; it does not govern the Empire. It cannot amend law, reverse a court, direct a ministry outside authority expressly delegated by the Ruling Council, or place military forces under Commission command. Its decisions remain subject to Imperial Edicts, the Imperial Charter, lawful appropriations, and review by the Emperor and Ruling Council.
The Committee meets in regular session at the COMPNOR Arcology on Coruscant and may convene emergency sessions when the security or cohesion of the Empire requires immediate coordination. Decisions are recorded in formal directives, with dissenting professional advice preserved for review. Operational material is classified according to its sensitivity; civic policy is published whenever security permits.
The Select Committee lists only the leaders of COMPNOR's principal arms. The Chairman presides above the five institutional heads, who form its coequal standing membership and remain individually responsible for their respective organizations.
