The Coalition for Progress is COMPNOR's federation of civic and professional groups. It observes cultural and institutional development throughout the Empire, encourages the principles of the New Order within public life, and gives specialists an organized means to shape Imperial progress.

Mission

The Coalition measures more than public loyalty. It studies whether Imperial society is becoming more capable, orderly, productive, educated, just, and culturally confident. Its reports identify both resistance to the New Order and failures within Imperial policy that weaken public confidence.

Sector Monitors

Each sector maintains a Sector Monitor, a coordinating office composed of the Coalition's five constituent groups. Sector Monitors collect and sort reports on cultural progress, compare local conditions with Imperial standards, and transmit findings to Coalition headquarters. They work openly with Moffs, ministries, institutions, and professional bodies; covert security collection belongs to the ISB.

Constituent Groups

  • Art Group observes and supports artistic life, preservation, commissions, and public presentation.
  • Commerce Group works with commercial houses, labor, and consumers to develop productive economic programs.
  • Education Group reports on educational conditions and recommends how civic understanding of the New Order may be strengthened.
  • Justice Group promotes consistent legal codes, competent administration, and public understanding of Imperial law.
  • Science Group monitors scientific activity and coordinates research in support of Imperial priorities.

Relationship to Government

Coalition groups observe, advise, and coordinate; ministries administer. Recommendations are sent to the relevant minister, Select Committee, or Ruling Council and must proceed through ordinary legal and fiscal channels. Membership does not grant regulatory preference, immunity, or access to classified material.

Public Participation

Sector groups accept proposals, conduct consultations, and recruit qualified participants. Reports identify evidence, contributors, costs, and foreseeable objections. The Coalition serves the New Order best when it reports conditions honestly, including inconvenient findings, rather than manufacturing agreement.

Leadership

The Coalition Director sits upon the Select Committee. The five constituent Group Chairs form the coequal professional tier beneath the Director and together constitute the Coalition Council.
