Coalition for Progress

The Coalition for Progress is COMPNOR's principal organization for shaping the civic culture of the Empire and measuring its advancement toward the ideals of the New Order. Through its Sector Monitors and five constituent Groups, Progress joins political organization with the knowledge of artists, merchants, educators, jurists, scientists, workers, public servants, and other citizens active in Imperial life.

Mission

The Coalition observes how law, policy, culture, and public institutions affect loyalty, competence, unity, and confidence in the Empire. It promotes the New Order within everyday civic life, organizes supporters around public questions, and reports both resistance to Imperial government and failures within Imperial administration that allow resentment or disorder to grow.

Sector Monitors

Each sector maintains a Sector Monitor composed of the Coalition's five constituent Groups. Its members are distributed throughout the systems, institutions, professions, and communities of the sector. They gather reports, compare local conditions with Imperial standards, identify significant developments, and transmit organized findings to Coalition headquarters.

Sector Monitors are civic and political bodies rather than clandestine services. Information suggesting espionage, sedition, corruption, organized violence, or another security offense is referred to the Imperial Security Bureau or competent authority. Progress may contribute witnesses, records, and specialist analysis, but covert investigation remains outside its mandate.

Constituent Groups

• Art Group evaluates cultural life, supports worthy creation, and reports whether public art strengthens or diminishes Imperial civilization.
• Commerce Group organizes productive interests and studies whether economic life supports stability, lawful exchange, and the common prosperity.
• Education Group advances civic understanding of the Empire and reports upon the reach, quality, and political effect of education.
• Justice Group promotes coherent law, competent administration, and public confidence in Imperial justice.
• Science Group monitors scientific activity and directs professional attention toward the long-term needs of the Empire.

Political and Governmental Work

Progress may advocate public policy, support legislation, endorse civic campaigns, and mobilize its membership in cooperation with COMPNOR's wider political program. Ministries retain executive and regulatory power, courts retain judicial authority, and the Senate legislates. The Coalition influences those institutions through organized membership, public argument, professional expertise, and recommendations transmitted through the Select Committee.

Duty of Candor

Progress serves the New Order by reporting conditions accurately. Sector Monitors distinguish evidence from opinion, identify their sources, and preserve significant dissent in their assessments. Concealing administrative failure in order to manufacture agreement deprives the Empire of the knowledge required to correct it.

Leadership

The Coalition Director sits upon the Select Committee. The five constituent Group Chairs form the coequal professional tier beneath the Director and together constitute the Coalition Council.
