Department of Modification

The Department of Modification is the gradual-reform arm of Sector Development. It is employed where a world's institutions remain viable but political, administrative, technological, economic, or social conditions prevent secure alignment with Imperial law and the New Order.

Mandate

Modification teams identify the causes of persistent instability and introduce measured changes intended to alter those conditions without dismantling the whole of local government. Their work may modernize records and infrastructure, reorganize public services, reshape civic education, assist compatible local leaders, strengthen reliable institutions, and remove administrative practices that preserve division or corruption.

Method

1. Assessment: establish present conditions, identify the institutions and interests sustaining them, and consult the authorities and communities concerned.
2. Intervention: introduce coordinated political, administrative, economic, or technical measures under a defined mandate.
3. Review: compare results against legality, stability, public confidence, cost, and continued fidelity to the New Order.
4. Consolidation: transfer successful measures into ordinary government and maintain observation until the reform is secure.

Political Development

Modification is not confined to mechanical efficiency. It may cultivate civic organizations, advise on local constitutional arrangements, support the advancement of reliable public servants, and correct conditions that permit separatism, corruption, or chronic disorder to reproduce themselves. Such work is undertaken openly wherever circumstances permit. Sensitive methods and security information are compartmented under the authority governing the assignment.

Coordination and Limits

The Department works with the responsible Moff, local government, relevant ministries, the Coalition for Progress, and security institutions where necessary. It cannot itself convict an offender, suspend lawful rights, seize property, or alter statutory authority. Any compulsory measure must rest upon law, Imperial Edict, emergency authority, or the mandate of a government institution empowered to order it. Where the existing design of government cannot be preserved, the case passes to Redesign.

Measure of Success

Modification succeeds when reform survives the departure of its field officers, lawful institutions command renewed confidence, and the affected system participates securely and productively in the life of the Empire.
