Department of Modification

The Department of Modification is the gradual-reform arm of Sector Development. It works where a world's institutions remain salvageable but technological, administrative, economic, or social conditions prevent stable alignment with Imperial standards and the New Order.

Mandate

Modification teams study how a service actually operates, identify the point at which time or resources are being lost, and prepare limited reforms that can be tested before wider adoption. Typical work includes simplifying administrative forms, improving interagency communications, modernizing records, standardizing maintenance, and adapting facilities for changing populations or technologies.

Method

1. Assessment: establish present performance and consult personnel who use the system.
2. Pilot: test a narrowly defined change in a representative location.
3. Review: compare results against cost, reliability, legality, and public effect.
4. Adoption: submit a supported implementation plan to the authority responsible for the service.

Coordination

The Department works with the relevant ministry, territorial administration, labor and professional bodies, and the Coalition for Progress when specialist knowledge is required. Technical changes remain subject to safety, procurement, fiscal, and information-security rules.

Limits

Modification is advisory unless a project has been expressly assigned to COMPNOR. The Department cannot alter statutory duties, eliminate due process, or use efficiency as a pretext for shifting lawful authority. Where defects arise from the design of an institution rather than its operation, the matter is transferred to the Department of Redesign.

Measure of Success

A successful modification is not the most dramatic one. It is the change that improves service, reduces waste, survives ordinary use, and can be maintained by the institution after COMPNOR's project team departs.
